Issu d'une thèse de doctorat dirigée par M. François Caron sur La politique des prix en France de 1944 à 1952, cet ouvrage retrace l'histoire de la plus violente inflation enregistrée en France à l'époque contemporaine avec un indice des prix officiels qui augmente de 25 fois entre 1938 et 1952. A partir d'une documentation exceptionnelle par son ampleur et par sa diversité, Michel- Pierre Chélini s'attache à présenter l'ensemble des facteurs qui participent au processus inflationniste de ces années de reconstruction ; au-delà d'une simple politique des prix rapidement dépassée dès 1945, on mesure le rôle de la volatilité des salaires, du déficit budgétaire et du déficit des paiements extérieurs. Au fil du récit, le lecteur voit se dérouler les différentes étapes du processus : le dérapage de 1944-1945 qui aurait pu être contenu, l'incohérence de 1946 et l'impuissance de 1947, le redressement enfin de 1948-1949, malheureusement provisoire. « La politique des prix est ainsi analysée dans une triple perspective : pour elle-même d'abord, sous le double aspect de la réglementation et du contrôle ; elle est ensuite replacée dans le cadre de la politique économique, monétaire, budgétaire, fiscale et planificatrice, replacée enfin dans le mouvement général de l'économie. La fin des pénuries aurait dû marquer la fin de l'inflation. Il n'en fut rien avant quatre ans (1948-1952). Michel-Pierre Chélini nous aide à comprendre pourquoi.
