This paper analyses data released by the three EC member countries' Central Banks on payments and receipts for services traded between West Germany, France, and the Netherlands on the one hand and the five founding member states of ASEAN on the other. Chapter II analyses the changing role of services in the five ASEAN countries' balance of payment until 1987. Chapter III to V highlight the development of transactions in services between ASEAN countries on the one hand and West Germany, France, and the Netherlands during the 1970s and 1980s on the other, Chapter VI on common as well as country-specific elements of bilateral transactions in services between ASEAN and the EC countries.

Presently, ASEAN stands ready to make a major step towards economic integration. This book looks at the issues involved in moving ASEAN towards a free trade area. It examines some indicators of gains and costs of integration and presents two quantitative analyses of the potential effects of integration on growth and trade in the region. The first, a partial equilibrium analysis, provides a disaggregated view of changes in production and trade patterns that could occur with integration. The second, a macroeconometric analysis, is able to capture general equilibrium effects and identifies the effects of integration on overall economic growth. These two analyses represent the first systematic, quantitative studies of intra-ASEAN trade.

For the purpose of this study, countries in ASEAN and South Asia are categorized as one region. The analysis in most instances will concentrate on major commodities such as cocoa, coconut oil, coffee, cotton, jute, palm oil, rice, natural rubber, tea and timber. This does not, however, preclude the application of many of the generalizations given here to the minor commodities whose export earnings from these export earnings are generally less than those of the other commodities such as sugar, tapioca, pepper, coconut, maize, fruits and vegetables, etc. Further, this study will not cover fuels, minerals and metals, animal products and fishery products as their trading patterns may differ from agricultural commodities based on trees and plants. Moreover, steps which individual countries could initiate independently for the development of their primary commodity trade have been left out as they comprise a separate area of study.

European economic integration has gathered new momentum since Member States of the European Community (EC) signed the Single European Act in February 1986 aimed at creating a region with no internal frontiers and with free movement of goods and services, capital, labour and the professions by the end of the year 1992. Since then, numerous decisions have been made by EC heads of governments , the EC Council of Members, the EC Commission, the European Parliament and the twelve national parliaments in order to achieve this ambitious goal. As third world countries are increasingly becoming more aware of the emerging internal EC market, they are increasingly concerned about the implications and repercussions of this single European market on their future economic relations with the EC and the impact on their national economies.
