Feldman/Steinisch untersuchen bisher wenig erforschte Aspekte der Geschichte der Weimarer Republik, die zugleich Licht auf die heutigen Probleme der industriellen Beziehungen und der Regierbarkeit hoch entwickelter Industriegesellschaften werfen. In einer ausführlichen einleitenden Analyse, auf die ein Dokumententeil folgt, werden sowohl die Erfolge als auch das Versagen der Zentralarbeitsgemeinschaft der industriellen und gewerblichen Arbeitgeber und Arbeitnehmer Deutschlands dargestellt. Die Arbeitsgemeinschaft war während der Revolutionswirren im November 1918 gegründet worden. Sie sollte einerseits die Revolution in geordnete Bahnen lenken helfen, auf die sich der wirtschaftliche und sozialpolitische Wiederaufbau Deutschlands gründen sollte. Die Dokumente illustrieren, wie gegen erheblichen Widerstand in den eigenen Reihen auf Arbeitgeber- und Gewerkschaftsseite versucht wurde, die großen Probleme der Nachkriegszeit gemeinsam zu lösen. Die Dokumente zum Kapp-Putsch und zum passiven Widerstand an der Ruhr, über die Lohndiskussion und die Produktivitätsfrage machen aber auch deutlich, wie schmal die Basis für eine Zusammenarbeit war.
