This pioneering volume uses modern statistical and simulation techniques to explain the process of wealth transmission and the persistent problem of the unequal distribution of wealth. These papers reflect a shift from the traditional cross-sectional measurement to an intertemporal focus by attempting to model mathematically the actual process by which wealth is acquired and transmitted. There are many questions to be answered: What are the factors influencing saving? What is the role of mating? What decides ownership between spouses? How are rare assets distributed by divorce? What are the patterns of behavior in making gifts and bequests? And what is the effect of the relative ages of the persons involved?

After the "big" decisions are made in legislatures and executive offices, what is done by those who implement and operate social service programs will determine their success or failure. Yet, over and over again, the managers of public organization disregard or handle poorly the critical problems involved in starting and developing new programs or in modifying existing ones. This book presents a new decision-making rationale-the implementation perspective-as the basic guide to social service program management. The cardinal principle is that the central focus of policy must be at the point of service delivery. Here is where management must redirect its attention. The demand is to concentrate on the hard, dirty, time-consuming work of building the local delivery capacity needed to provide better social services and to implement new program decisions over time. The Implementation Perspective is a message for our times. Even those who would continue the nation's effort to meet its social obligations are finding that simply calling for big new programs and more spending is no longer satisfying. Moreover, Proposition 13, the balanced budget movement, inflation, and compelling demands for new funds in such areas as energy, now squeeze social programs. New directions may have to come, not from new funds, but from rethinking and redirection and, more to the point, the better management of existing programs.

Campaigns to win the Democratic and Republican presidential nominations are longer, more complex, and more confusing to the observer than the general election itself. The maze of delegate-selection procedures includes state primaries and caucuses as well as the traditional "smoke-filled room." Complicated federal election laws govern campaign financing. Sometimes many candidates enter and drop out of the race, while sometimes a stable two-way contest occurs: the 1976 nomination campaigns of Jimmy Carter and Gerald Ford exemplified each extreme. Is it possible to propose general principles to explain the apparent chaos of our presidential nomination system? Can those principles account for two such starkly different campaigns as occurred in 1976? In Before the Convention, political scientist John H. Aldrich presents a systematic analysis of presidential nomination politics, based on application of rational-choice models to candidate behavior. Aldrich views the candidates as decision makers with limited resources in a highly competitive environment. From this perspective, he seeks to determine why and how candidates choose to run, why some succeed and others fail, and what consequences the nomination process has for the general election and, later, for the President in office. Aldrich begins with a brief history of the presidential selection process, focusing on the continuing shift of power from political elites to the mass electorate. He then turns to a detailed analysis of the 1976 nomination campaigns. Using data from a variety of sources, Aldrich demonstrates that the very different patterns in these races both conform to the rational-choice model. The analysis includes consideration of numerous questions of strategy. Is there a "momentum" to campaigns? How does a candidate identify and exploit this intangible quality? How do candidates decide where to contend and where not to contend? What is the nature of policy competition among candidates? When does a candidate prefer a "fuzzy" position to a clearly stated one? Other topics include reforms in campaign financing and the expanded and changed role of news coverage. Before the Convention fills a significant gap in the literature on presidential politics, and therefore should be of particular importance to specialists in this area. It will be ofinterest also to everyone who is concerned with understanding the "rules of the game" for a complicated but vitally important exercise of American democracy.

The writings of the critical theorists caught the imagination of students and intellectuals in the 1960s and 1970s. They became a key element in the formation and self-understanding of the New Left, and have been the subject of continuing controversy. Partly because of their rise to prominence during the political turmoil of the sixties, and partly because they draw on traditions rarely studied in the Anglo-American world, the works of these authors are often misunderstood. In this book David Held provides a much-needed introduction to, and evaluation of, critical theory. He is concerned mainly with the thought of the Frankfurt school--Horkheimer, Adorno, Marcuse, in particular--and with Habermas, one of Europe's leading contemporary thinkers. Several of the major themes considered are critical theory's relation to Marx's critique of the political economy, Freudian psychoanalysis, aesthetics, and the philosophy of history. There is also a discussion of critical theory's substantive contribution to the analysis of capitalism, culture, the family, and the individual, as well as its contribution to epistemology and methodology. Held's book will be necessary reading for all concerned with understanding and evaluating one of the most influential intellectual movements of our time.

The authors of this book demonstrate that fieldwork is first and foremost a human pursuit. They draw upon published and unpublished accounts of fieldworkers' personal experiences to develop the thesis that an appreciation of fieldwork as a unique mode of inquiry depends upon an understanding of the role the human element plays in it. They analyze the processes involved when people study people firsthand, focusing upon the recurrent human problems that arise and must be solved. The human processes and problems, they argue, are common to all fieldwork, regardless of the disciplinary backgrounds or the specific interests of individual researchers.
