An exploration of the use of civilian defence in the form of strikes, civil disobedience, and unarmed defence, being developed to form the basis of a national defence policy. Methods could include non cooperation with an invader, defiance of their orders and threats, and obstruction of exploitation attempts. Gives historical examples; resistance to French occupation in the Ruhr, 1923, the East Germany uprising, 1953, the Norwegian and Danish resistance in WWII.
