"In spite of present knowledge of what a valid, reliable scale must involve, inferior types are still being made. These scales are often widely used. They may even be employed in the making of important decisions, such as those concerning admission to college, initial employment on a job, or advancement in it. While the dangers of such unreliability and invalidity of ratings have been mentioned frequently, objective convincing evidence still seems to be needed. Accordingly, the present investigation was undertaken, a rating device widely and continuously used in making a highly important decision being appraised. During World War II, the United States Selective Service System was faced with a very difficult problem in choosing those men who should be inducted into the armed forces. One of the most troublesome aspects was that of neuropsychiatric rejections, for pre-induction examiners had to decide just which of the thousands passing in a steady stream before them would be best suited to withstand the nervous and emotional rigors of total war. These decisions were especially difficult to make, as little time could be allotted to the examination of any one man. Moreover, since there was an acute shortage of psychiatrists, doctors without specialized training in this area often filled their places"--
