Counter-cyclical policy relates to short-term measures taken by governments to flatten out the peaks and depressions of the trade cycle. Transport can be affected by such policies in several ways. Chapter I of this report deals with the general form of trade cycles and the aims and instruments of counter-cyclical policy, while Chapter II is devoted to counter¬cyclical policy and transport.

A travers les affiches des compagnies ferroviaires européennes ou américaines, le spectateur part en voyage, vit de grandes aventures, de petites également. Le graphisme inventif de certains affichistes talentueux permet de voir, dans ce livre, toutes les facettes de ces trains qui ne nous incitent pas seulement au voyage : on sait qu’ils sont aussi le souvenir de notre enfance, nous les amateurs des petits trains qui ont envahi la maison familiale. The high-speed transport networks of the future are already in the planning stage, and all regions will want to be included. However, the magnitude of the investment required and the operating constraints will make it impossible to provide homogeneous service to all areas. Regional policies, whether accommodating or alternative in scope, will have to be adjusted accordingly. What problems will arise if the regions of Central and Eastern Europe, where investment requirements are considerable, are included? Round Table 94 addressed these issues from both a practical and analytical standpoint, gathering information and comparing the views of specialists and regional policy makers.

Acts of vandalism or violence and the defacing of facilities are increasing in public transport systems. This report provides an analysis of the social and psychological causes which is a prerequisite to formulate corrective measures. A comparison of what a number of systems have experienced focuses attention on the scale of the problems involved and different ways of resolving them. The recommendations that can be made differentiate between the responsibilities of the operators, national governments and the various local authorities.
