La société internationale est animée par une pluralité d'acteurs de natures diverses. Pourtant, les sujets primaires du droit international public demeurent les États, agissant individuellement ou au sein d'organisations intergouvernementales auxquelles ils confèrent une personnalité juridique autonome mais beaucoup moins étendue que celle dont ils sont eux-mêmes titulaires. L'originalité du droit international public vient ainsi de celle de ses sujets principaux, dont chacun possède un attribut fondamental le rendant formellement égal à tous les autres : la souveraineté. Celle-ci limite certes l'efficacité de ce droit, parce qu'en principe chaque État ne s'y soumet qu'à raison de sa propre volonté. En réalité, les contraintes de la coexistence et de la coopération maintiennent sans doute la nécessité multiforme de l'assentiment des États. Mais elles les forcent aussi à reconnaître l'effectivité de l'ordre juridique international. Il est identifiable par référence à ses sujets (I), aux modes de formation de ses normes (II), aux conditions de leur application (III), cependant que l'examen de ses domaines d'intervention et de ses finalités (IV) renseigne sur l'ampleur et la diversité des activités humaines aujourd'hui gagnées par l'emprise du droit international.

Outlines an approach to ensure the protection of participants through the establishment of effective Human Research Participant Protection Programs (HRPPP). Topics covered in this book include improved research review processes, recognition and integration of research participants contributions to the system, and vigilant maintenance of HRPPP performance. When 18-year-old Jesse Gelsinger died in a gene transfer study at the University of Pennsylvania, the national spotlight focused on the procedures used to ensure research participants safety and their capacity to safeguard the well-being of those who volunteer for research studies. "Responsible Research" outlines a three-pronged approach to ensure the protection of every participant through the establishment of effective Human Research Participant Protection Programs (HRPPPs). The approach includes: improved research review processes; recognition and integration of research participants contributions to the system, and vigilant maintenance of HRPPP performance.
