Abstract

This work analyzes the interactions and international connections of the ""civil rights"" and ""pro-order"" coalitions of state and societal actors in the two countries. The author demonstrates that in democratizing contexts, protecting citizens from police abuse and becomes part of a debate about how to deal with issues of public safety and social control and of perceived trade-offs between liberty and security.

Abstract

What causes police brutality, and why are minority citizens the primary victims? Social scientists often attribute the behavior to poorly managed police departments, bad cops, or the interests of the powerful in controlling minorities perceived as criminal threats. Malcolm D. Holmes and Brad W. Smith contend that these explanations fail to identify key causes of police misconduct, particularly the use of excessive force. Focusing on the interaction of ordinary social-psychological processes and the disadvantaged conditions of minority neighborhoods, Holmes and Smith develop an integrated model of police brutality that takes into account contemporary theory and research on social identity, stereotypes, and emotions—factors that produce intergroup tensions and may trigger unwarranted acts of aggression. Their approach overcomes existing theoretical difficulties and raises the question of how this complex social problem might be effectively addressed.

Abstract

Of the twenty-three Brazilian policemen interviewed in depth for this landmark study, fourteen were direct perpetrators of torture and murder during the three decades that included the 1964-1985 military regime. These "violence workers" and the other group of "atrocity facilitators" who had not, or claimed they had not, participated directly in the violence, help answer questions that haunt today's world: Why and how are ordinary men transformed into state torturers and murderers? How do atrocity perpetrators explain and justify their violence? What is the impact of their murderous deeds-on them, on their victims, and on society? What memories of their atrocities do they admit and which become public history?

Abstract

This book examines the complexities of the relationship between policing and mental health in Australia especially including the circumstances that lead to police use of force, and the ways in which news media typically report deaths resulting from police contact with people in mental health crisis. When a vulnerable member of society is killed by the police, it is only natural that questions are asked about the behaviour and actions of those involved. Police are, after all, meant to be the protectors of society. By virtue of these circumstances, fatal encounters between police and mentally ill individuals in crisis often attract heightened media and legal attention, as well as public debate. Drawing together research interviews and extensive case study analysis, the book explores the conditions for the production of this news media coverage, the ways in which it can shape public perceptions of police-involved mental health crisis interventions, and the potential impacts on those involved in and affected by such events. The implications for police agencies are also considered in the context of how they respond to vulnerable people in the community, while being in the media spotlight. This book will appeal to students, scholars and practitioners in journalism, media studies, policing, criminology, sociology, and mental health as well as those interested in learning about the relationship between policing, mental illness, and media representation. Dr. Katrina Clifford is Senior Lecturer in Communication at Deakin University, Australia. She has also worked as a journalist, magazine editor and strategic communications consultant. This is a second, thoroughly revised and expanded edition of a book that has four clear objectives: to provide a concise account and analysis of international human rights and humanitarian law standards relevant to policing; to set out arguments for compliance with those standards; to show how they may be met in two key areas of policing, interviewing suspects of crime, and policing in times of armed conflict, disturbance and tension; and to make practical recommendations on the management of police agencies. Good practice on interviewing suspects and on policing conflict is included because they are areas of policing where human rights are most at risk. Good management practice is included because intelligent management by enlightened leaders is necessary to secure effective, lawful and humane policing.

Abstract

Police who engage in torture are condemned by human rights activists, the media, and people across the world who shudder at their brutality. Stark revelations about torture by American forces at places like Guantanamo Bay have stoked a fascination with torture and debates about human rights. Yet despite this interest, the public knows little about the officers who actually commit such violence. How do the police understand what they do? How do their beliefs inform their responses to education and activism against torture? Just Violence reveals the moral perspective of perpetrators and how they respond to human rights efforts. Through interviews with law enforcers in India, Rachel Wahl uncovers the beliefs that motivate officers who use and support torture, and how these beliefs shape their responses to international human rights norms. Although on the surface Indian officers' subversion of human rights may seem to be a case of "local culture" resisting global norms, officers see human rights as in keeping with their religious and cultural traditions—and view Western countries as the primary human rights violators. However, the police do not condemn the United States for violations; on the contrary, for Indian police, Guantanamo Bay justifies torture in New Delhi. This book follows the attempts of human rights workers to both persuade and coerce officers into compliance. As Wahl explains, current human rights strategies can undermine each other, leaving the movement with complex dilemmas regarding whether to work with or against perpetrators.

Based on a wide array of previously neglected archival sources, Silvan Niedermeier argues that as public lynching decreased, less visible practices of racial subjugation and repression became central to southern white supremacy.
