Now close to 50 percent of GDP, this paper assesses the appropriateness of China’s current investment levels. It finds that China’s capital-to-output ratio is within the range of other emerging markets, but its economic growth rates stand out, partly due to a surge in investment over the last decade. Moreover, its investment is significantly higher than suggested by cross-country panel estimation. This deviation has been accumulating over the last decade, and at nearly 10 percent of GDP is now larger and more persistent than experienced by other Asian economies leading up to the Asian crisis. However, because its investment is predominantly financed by domestic savings, a crisis appears unlikely when assessed against dependency on external funding. But this does not mean that the cost is absent. Rather, it is distributed to other sectors of the economy through a hidden transfer of resources, estimated at an average of 4 percent of GDP per year.

With the world's second largest economy, China has the capacity to engage in substantial programs of economic assistance and government-sponsored investments in 93 emerging-market countries. In the first decade of the 21st century, China has expanded and directed this capacity in these countries for both their benefit and for China's own benefit. Using several data sources and aggregation methods, RAND researchers built a large database, expanding upon prior Congressional Research Service data and enabling the programs to be more fully described and analyzed. Access to the database is available to interested readers who wish to request it from RAND. The RAND research assessed the scale, trends, and composition of these programs in the emerging-market economies of six regions: Africa, Latin America, the Middle East, South Asia, Central Asia, and East Asia. Finally, the research derived inferences and insights from the analysis that may enhance understanding of the programs and policies pertaining to them. In general, China's use of foreign aid and government-sponsored investment activities has burgeoned in recent years, with emphasis on building infrastructure and increasing supplies of natural resources (including energy resources and ferrous and nonferrous minerals). Loans that include substantial subsidies provide financing for many of these programs, but the loans are accompanied by rigorous debt-servicing conditions that distinguish China's foreign aid from the grant financing that characterizes development aid provided by the United States and other nations of the Organization for Economic Cooperation and Development.

China's emphasis on infrastructure development has received support from African leaders. Its focus on infrastructure development in Africa was endorsed by the signing of a Memorandum of Understanding between China and the African Union on 27 January 2015. The agreement outline plans for connecting African countries through transportation infrastructure projects, including modern highways, airports, and high speed railways. At the heart of Belt and Road Initiative lies the creation of an economic land belt that includes countries on the original Silk Road through Central Asia, the Middle East and Europe, as well as a maritime "road" that links China's port facilities with the African coast, pushing up through the Suez Canal into the Mediterranean. China has from the outset emphasised that the Belt and Road Initiative will be developed within the framework of the five principles. These entails mutual respect for each other's territorial integrity and sovereignty; non-aggression; non-interference in each other's internal affairs; equality and mutual benefit; and peaceful coexistence. This volume provides an analysis of this stance by both African and Chinese scholars. Africa through its Agenda 2063 has been driving, among others, the re-industrialisation of its economies, improved connectivity and infrastructure development, diversification of energy sources, technology transfer and skills development. The Belt and Road Initiative provides an alternative path for Africa to realise some of these milestones.

"This report assesses Chinese investment in U.S. aviation from 2005 to 2016. It provides context in China's demand for aviation products and aviation industrial policies, while assessing technology transfers and impact on U.S. competitiveness. Since 2005, Chinese companies have steadily increased investment in U.S. aviation by acquiring, merging, or establishing joint ventures with more than a dozen U.S. aviation companies without directly running afoul of U.S. regulation. The combination of Chinese government policy to become globally competitive in aviation and the availability of capital drives these investments, but they are constrained by U.S. government foreign investment and export laws as well as classic business concerns about return on investment. While China has unambiguous government policies supporting the development of a globally competitive aviation industry, Chinese investment in U.S. aviation over the past decade has primarily involved lower-technology general aviation manufacturers that do not affect U.S. competitiveness. Chinese demand for large commercial aircraft may be as much as one-fifth of global demand, but the duopoly nature of global aviation also creates barriers to China's goal of developing a globally competitive commercial aircraft manufacturer, as any manufacturer of a new commercial aircraft struggles to achieve efficiencies of scale"--Publisher's description.
