Reassessing the relationship between the federal government and the states, Congress: Facilitator of State Action examines how the U.S. Congress routinely and necessarily devolves power to the states. So begins this collection of Stéphane Dion's speeches from 1996 to 1998. Organized around four central themes, Straight Talk shows the breadth and strength of Dion's convictions. Dion believes that Canada is first and foremost a nation of caring people, in contrast to the image projected by the endless, dry constitutional debate. He argues that the melding of diversity and unity that is the basis of this nation is possible only because of the particular federalism that Canadians have invented. This federalism, however, is far from perfect and it is the responsibility of government to continue to work to improve it, always remembering that its core must be the quality of service it provides to Canadians. Dion believes that the Quebec question is not a constitutional question but one that concerns identity: many francophones believe that their identity and culture are not respected in the rest of Canada and see the anglophone majority as a force for assimilation, while many in other provinces feel that separatists do not share the same values of openness and tolerance. He believes strongly that the secession process the Parti Québecois has proposed - effecting independence on the basis of incorrect legal theory, an unclear referendum question, and a majority of fifty percent plus one - is difficult to reconcile with democracy and raises questions that must be discussed openly and resolved democratically. Straight Talk is a refreshingly honest and frank discussion about a matter that has been at the forefront of Canadian's thoughts for too many years.

In this book Richard J. Schultz analyses the political process which resulted in a major section of the 1967 National Transportation Act-Part III, which deals with highway transport regulation-never being implemented. In effect, he presents us with a case study of an act that has not become law. In his analysis Professor Schultz employs two models to explain the fate of Part III: the first is the "unitary actor" model, common to the study of Canadian intergovernmental relations; the second is the far less commonly used "bureaucratic politics" model. He finds the first model leaves unanswered too many critical questions, while the second, with its emphasis on the forces that give rise to internal conflict and competition and the consequent colouring this can give to negotiations between governments, offers a more comprehensive explanation of the stalemate that resulted in the shelving of Part III. Using the analysis of the particular case study, the book discusses the broader issues of the underlying dynamics of both intergovernmental and intragovernmental relations in Canada. The study challenges some of the common assumptions about the nature of the policy process within a parliamentary system, and suggests in particular that central agencies may not exercise the degree of control frequently ascribed to them and, more significantly, that power and influence are much more widely dispersed and diffused within our parliamentary system than is generally acknowledged.

China's economy, as a whole, has developed rapidly over the past 35 years, and yet its richest county is over 100 times richer in per capita terms than its poorest county. To explain this vast variation in development, David J. Bulman investigates the political foundations of local economic growth in China, focusing on the institutional and economic roles of county-level leaders and the career incentives that shape their behaviour. Through a close examination of six counties complemented by unique nation-wide data, he presents and explores two related questions: what is the role of County Party Secretaries in determining local governance and growth outcomes? And why do County Party Secretaries emphasize particular developmental priorities? Suitable for scholars of political economy, development economics, and comparative politics, this original study analyzes the relationship between political institutions, local governance, and leadership roles within Chinese government to explain the growing divergence in economic development between counties.
