The Indonesian province of Timor-Leste made international news when it decided to break away from Indonesia in 1999. The decision sparked deadly rampages by pro-integrationist militias, violence that only abated when the UN sent a force to maintain peace and help ease the way to actual independence. This book details the political history of Timor-Leste, both preceding and following the declaration of independence, and it uses the events, consequences, and lessons of that period to help us understand what to expect for similar experiments in democracy building elsewhere in the world.

After enduring years of conflict and destruction, Timor-Leste has risen from the ashes and, within a short span of time, made remarkable strides toward recovery and reconstruction. It is today a nation well on its way to peace and prosperity, creating an example to be followed by other fragile and underdeveloped countries. Timor-Leste: The History and Development of Asia's Newest Nation examines this journey through the social, political, and economic development of the young state.

Ehud Eiran compares three major settlement projects - Israel in the West Bank and Gaza, Morocco in Western Sahara and Indonesia in East-Timor - to discover why states launch settlements against international norms. He argues that post-colonial settlement projects are a distinct cluster of cases, separate from traditional colonial studies.

This report provides an overview of the economic and institutional developments in East Timor up to September 1999 and the immediate impact of the violent events that followed the August 30, 1999 referendum to decide East Timor's future status. The report presents the key elements of the strategy recommended by IMF staff to the United Nations Transitional Administration in East Timor (UNTAET) to rebuild the institutions needed to support economic activity and public administration, including external financing requirements, technical assistance, and macroeconomic management training needs. Finally, the report assesses implementation of the strategy and discusses the steps that should be taken to ensure that the strategy will help East Timor to prepare to face future challenges.

Did the United Nations successfully help to build a just, peaceful state and society in postconflict East Timor? Has transitional justice satisfied local demands for accountability and/or reconciliation? What lessons can be learned from the UN’s efforts? Drawing on extensive field work, James DeShaw Rae offers a grassroots perspective on the relationship between peacebuilding and transitional justice. Rae traces the effects of the political violence perpetrated in East Timor during the Indonesian occupation, as well as the UN-authorized intervention and the ultimate formulation of the rebuilding effort. In the process, he explores the results of hybrid (mixed domestic-international) tribunals and the attempt to conduct war crimes tribunals and truth and reconciliation commissions in tandem. Not least, his account of the impact of international actors working with the East Timorese to construct a new nation from the ground up suggests important policy prescriptions for all postconflict societies.
