The economic crisis of 2008–2009 signaled the end of the Post-Washington Consensus on restricting the role of the state in economic and development policy. Since then, state ownership and state intervention have increased worldwide. This volume offers a comparative analysis of the evolution of direct state intervention in the economy through state-owned companies in Austria, Brazil, France, Germany, Hungary, Poland, Turkey, Singapore, and Slovenia. Each case study includes substantial explanations of historical, cultural, and institutional contexts. All the contributors point to the complex nature of the current revival in state economic interventions. The few models that are successful cannot hide the potential problems of excessive state intervention, linked to high levels of moral hazard. State-owned enterprises are primary tools of market and price manipulation for political purposes. They can be used outright for rent seeking. Yet state-owned enterprises can also play important roles in prestigious national initiatives, like major public works or high-profile social and sports events. The authors conclude that after the uniform application of democratic market economic principles, the 2000s witnessed a path-dependent departure from standard economic and political operating procedures in developed countries.

How can the efficiency of state-owned enterprises be improved? What effects do privatisation policies have on corporate governance in privatised enterprises? What role do employees play in corporate governance? This report examines these issues and provides recommendations. This publication presents the papers of the OECD conference on "State-Owned Enterprises, Privatisation and Corporate Governance" which took place in Paris on 3 and 4 March 1997. It brings together contributions from different countries highlighting different approaches to governance in state-owned enterprises and the impact of the choice of privatisation method on post-privatisation corporate governance and performance. Special attention is paid to the experience of Canada, France, New Zealand and the United Kingdom.

Europe's railways are going through a period of radical restructuring in the drive to improve their efficiency and competitiveness. The emphasis is on fostering commercial freedom through a clearer separation of the roles of the State and of rail enterprises and through a progressive opening of access to rail infrastructure. This report examines reforms in over 30 countries from the Atlantic to the Urals, characterizing restructuring in terms of management independence, separation of infrastructure from operations and rights of access to rail infrastructure.

This report examines the form regulation should take in rail freight markets to promote efficiency in railways and the wider economy. It analyses issues of monopoly, scale economies, competition, mergers, ownership and the structure of the rail industry. Experience in North America, Australia, Japan, the European Union and countries from eastern and western Europe is reviewed. The need for regulation differs by market and, together with political constraints, this means that regulatory models can not be transferred wholesale from one continent to another. However, each region provides important lessons for reforms currently under consideration in all ECMT and OECD countries.

Over the last few years, much progress has been made in developing rail charges to ensure non-discriminatory access to, and efficient use of national rail networks, but in Europe the international dimension is still missing, particularly in terms of the freight market. Integration of European markets should provide great opportunities for rail freight transport to grow. The purpose of this report is to set out how barriers to this growth - arising from differences in the way trains pay to use national networks - can be overcome. It recommends moving to a set of simple charges for freight that create similar incentives for the management and planning of train operations across national borders.--publisher summary.
