Abstract

Examines the economics of owning and operating rental property from the viewpoint of the landlord in two midwestern housing markets. Increased cost factors during the time of the study (1973-1977) included greatly increased energy costs, price of repairs, and a sharp increase in operation inputs (labor). The prices of capital and land fell during the time period. The portion of gross rent that landlords receive for owning a property constitutes a relatively small fraction of their equity income. Landlords in both sites made most of their money through appreciation in property values. Tax benefits help wealthy landlords and do not help the poorer ones. Subsidies that lower capital or operating costs for all rental properties succeed in treating comparable households similarly. Housing allowances provide benefits directly to needy renters. The benefits reach landlords as reduced vacancy losses, fewer bad debts, or in tight markets, higher rent levels. By increasing rates of return in the lower part of the market, housing allowances concentrate growth in supply, where it is needed most.

Abstract

The Housing Assistance Supply Experiment (HASE) was undertaken primarily to demonstrate how a full-scale housing allowance program would affect local housing markets; in particular, how it would affect the price of housing services. If program-induced price increases were large, they would disrupt the housing market and divert program subsidies from their intended recipients. In the outcome, however, price effects caused by the experimental program were so small as to be negligible. Section II examines the changes in the price of rental housing services that occurred in the experimental sites during the first three years of the allowance program. Section III determines that the allowance program had such a small effect on housing prices because it caused only a modest increase in housing demand and because housing supply responds to demand shifts with surprising ease. Section IV assesses the generalizability of the price effects found in the HASE sites, and discusses ways in which the results improve the understanding of housing-market behavior

Abstract

Presents estimated renters' and owners' demand functions for two attributes of housing that together fully compose housing: space and quality. The data came from Brown County, Wisconsin, in 1974, and St. Joseph County, Indiana, in 1975. The findings include: space is a necessity that families buy first, whereas quality is a luxury that families buy once they have satisfied their need for space; larger families buy more space, while households with children tend to buy less space per person than households composed only of adults; and although owners and renters have statistically distinct demand functions, virtually none of the difference in their consumption is attributable to tenure. The equations presented can be helpful to those responsible for designing neighborhood revitalization programs and housing assistance programs, and also to identify the subsidy necessary to induce households to participate in housing assistance programs. Finally, the demand equations can be used to forecast future demand for the attributes of housing.

Intervenue en 2014, la sixième réforme de l’État a confié aux Régions la compétence de la location. Depuis, celles-ci ont exploité cette prérogative nouvelle, en adoptant chacune un texte propre en matière de bail d’habitation notamment, lequel s’est substitué (largement ou intégralement) à la loi fédérale préexistante ; il s’agit de l’ordonnance bruxelloise du 27 juillet 2017, du décret wallon du 15 mars 2018 et du décret flamand du 9 novembre 2018. Sans équivalent sur le marché, le présent ouvrage nourrit à cet égard une double ambition : détailler les ressorts de chacun de ces instruments législatifs régionaux et mettre ceux-ci en comparaison. Dans le petit pays qui est le nôtre, où les problèmes juridiques ne s’arrêtent pas aux frontières linguistiques, il a semblé important en effet de donner une information aussi exhaustive que possible sur les nouvelles législations relatives au bail d’habitation, applicables où que le logement se trouve en Belgique. Pour autant, la présentation graphique de l’ouvrage, qui prend soin de bien distinguer formellement la production de chacune des entités fédérées, permet aussi une lecture limitée à l’un ou à l’autre des trois régimes régionaux

While significant country and regional differences exist, this departmental paper finds that in many advanced European economies a large and rising share of low-income renters, the young, and those living in cities is overburdened. In several locations, middle-income groups also increasingly face rental affordability issues.

Abstract

This Special Issue includes contributions about occupants’ sustainable living in buildings and communities, highlighting issues surrounding the sustainable development of our environments and lives by emphasizing smart and green design perspectives. This Special Issue specifically focuses on research and case studies that develop promising methods for the sustainable development of our environment and identify factors critical to the application of a sustainable paradigm for quality of life from a user-oriented perspective. After a rigorous review of the submissions by experts, fourteen articles concerning sustainable living and development are published in this Special Issue, written by authors sharing their expertise and approaches to the concept and application of sustainability in their fields. The fourteen contributions to this special issue can be categorized into four groups, depending on the issues that they address. All the proposed methods, models, and applications in these studies contribute to the current understanding of the adoption of the sustainability paradigm and are likely to inspire further research addressing the challenges of constructing sustainable buildings and communities resulting in a sustainable life for all of society.

Abstract

"In 2000, the MacArthur Foundation began the Window of Opportunity initiative, a 20-year, $187 million project intended to help preserve privately owned affordable rental housing. The authors of this report assess whether the initiative achieved its goals and identify lessons learned about effective preservation practices. In doing so, they also provide a summary of the evolution of practices in preserving affordable rental housing, discuss challenges and opportunities for preservation going forward, and identify lessons learned that may help other philanthropies in their own philanthropic initiatives, even if they do not pertain to housing. The authors find that the MacArthur Foundation met most of its goals for Window of Opportunity. As the initiative nears its end, large nonprofit preservation developers/owners have greater financial capacity and reputation, there are more resources and vehicles for preservation, and, to a lesser degree, the policy environment has changed to the benefit of preservation. However, Window of Opportunity has not achieved its most ambitious federal policy goals and is likely to fall short of its target for the number of privately owned affordable rental housing that will be preserved"--Back cover.
