"In the aftermath of an armed conflict in Africa, the international community both produces and demands from local partners a variety of blueprints for reconstructing state and society. The aim is to re-formalize the state after what is viewed as a period of fragmentation. In reality, African economies and polities are very much informal in character, with informal actors, including so-called Big Men, often using their positions in the formal structure as a means to reach their own goals. This book offers a unique look into the world of policing and the frontline of Brazil’s war on drugs. It analyzes the tensions produced by attempts to modernize Rio de Janeiro’s public security policies. Since the return of democracy in 1985, Rio's police forces have waged war against armed drug gangs based in the city’s favelas, casting the people who live in these communities as internal enemies. In preparation for the Olympics in 2016, the police sought to ‘pacify’ the favelas and their populations through the establishment of Pacifying Police Units (UPPs) in many of the city’s favela communities. Drawing on eight months of ethnographic fieldwork with the police, this book follows officers across the institutional hierarchy in their daily activities, on patrol, and during training. Tracing the genealogies of contemporary forms of policing-as-warfare through the notion of ‘colonial war’ and ‘cultural war’, it highlights the material and ideational dimensions of war as a cosmological force that shapes Brazilian social relations, subjectivities, landscapes, economies, and politics. It draws on the Deleuzian notion of ‘war machine and state dynamics’ to show how practices of elimination co-exist with attempts to transform favela territories and their people and analyzes the link between the moral universe of policing and right-wing populism in Brazil. Through rich and nuanced ethnography, it offers a critical perspective on militarized policing and 21st century forms of authoritarianism. Tomas Salem is a PhD-fellow in Social Anthropology at the University of Bergen in Norway. He carried out fieldwork with the Pacifying Police Units of Rio de Janeiro’s Military Police in 2015 and has an interdisciplinary background from the fields of Public Security and Gender Studies. His research interests span from critical perspectives on masculinity to post-colonial theory, right-wing authoritarianism, state formation and state violence. This is his first book. It is based on his award-winning thesis Taming the War-Machine: Police, Pacification, and Power in Rio de Janeiro and ten years of research on Brazilian policing. .

Que les conflits internationaux créent du « politique » semble une évidence : ils bouleversent les institutions, les finances et l’économie, façonnent de nouvelles formes d’engagement, induisent une mobilisation, entraînent éventuellement des phénomènes de collaboration. L’objectif des études réunies ici n’est pas tant d’étudier à travers les conflits l’essor de « l’État » en lui-même, que de comprendre dans quelle mesure ils ont favorisé l’émergence de nouveaux rapports au politique. Pour cela, l’examen sur la longue durée de terrains variés – de l’Angleterre à Venise, de la Saxe à l’Espagne – permet d’évaluer la construction progressive du politique au cours de guerres étrangères, de guerres civiles aux implications internationales et d’occupations militaires. Dans quelle mesure assiste-t-on à l’apparition de nouvelles formes de politisation des institutions et des populations ? Les conflits sont-ils toujours politisés ? Les tentatives pour les justifier, au nom d’un bien supérieur, créent-elles de nouveaux rapports au sein des sociétés ? Dans ces conflits, la mobilisation croissante des ressources d’un territoire conduit-elle, dès l’époque moderne, aux guerres dites totales ? L’engagement social s’en trouve-t-il modifié et les modalités, comme les lieux, de la prise de parole politique connaissent-ils des mutations ? Les conflits transforment-ils sans cesse les relations que les différents groupes entretiennent entre eux ? Pour répondre à ces interrogations, cet ouvrage réunit les contributions de 16 historiens venus d’Espagne, de Grande-Bretagne, d’Allemagne et de France qui s’attachent à analyser ces processus de politisation entre le XVe et le XIXe siècle.

Depuis le Moyen Âge, la sphère politique, dans ses pratiques et ses discours, a progressivement acquis une autonomie à l’égard du religieux. Dans ce long processus, commun à la plupart des pays d’Europe, quel a été le rôle des conflits ? Dans quelle mesure la guerre de Cent Ans, les troubles de Religion ou la Révolution française – pour ne prendre que quelques exemples – ont-ils accéléré la politisation ? Réciproquement, comment le politique, au fur et à mesure de sa construction, a-t-il été mobilisé pour résoudre des conflits de toute nature – sociaux, économiques, religieux ? Et comment, aujourd’hui encore, conflit et politisation sont-ils liés ? Ces questions ont rassemblé pendant deux jours des historiens, des politistes et des sociologues qui ont confronté leurs connaissances et leurs méthodes. Cet ouvrage est le fruit de leurs réflexions. Il se compose de deux parties, l’une proposant des approches globales et pluridisciplinaires, l’autre des études de cas historiques. Penser le conflit permet ainsi de mieux comprendre la genèse du politique sur la très longue durée.

Novel in its approach, this innovative text provides a better, more nuanced understanding of the modern ‘battlespace’, particularly in instances of prolonged low-intensity conflict. Formed in two parts, this book primarily explores the scope of Bourdien theory before secondly providing a detailed case study of the Yugoslavian succession war of 1990-1992. Gunneriusson suggests that although theories do not necessarily provide answers, they do help us ask better questions. This volume suggests news lines of interdisciplinary investigation that will be of interest to members of armed forces, practitioners from NGOs, and policymakers.
