Abstract

The Liberian National Police (LNP) will become the chief provider of security in Liberia as the United Nations Mission in Liberia is reduced. Given the LNP's capabilities and complexity, its past manipulation by former President Charles Taylor, and a pattern of police misconduct in much of Africa, the question of oversight is critical. To examine how best to design the LNP oversight construct, the authors evaluate the likely effectiveness of different oversight options against three criteria-manageability, permanent professionalism, and public confidence-and study police oversight concepts used in other African countries. They conclude that Liberia needs a mixed (i.e., government-independent) LNP oversight system with a broad mandate for enhancing police professionalism and gaining the confidence of the public. Such a system should be clear, relatively simple, manageable, and comprehensible to the Liberian people, and it should complement and strengthen both the government's normal management of the LNP and the LNP's ability to operate. The authors recommend the creation of a government-chaired, mixed-membership, multi-tiered system with the authority and competence to evaluate police policy and performance and to make associated recommendations. Accordingly, the authors recommend the creation of a high-level policy body (the LNP Policy Council) and a subordinate body (the LNP Investigative Council) to investigate individual allegations of police abuse and look for patterns of such behavior within different parts of police agencies. They also recommend that the groundwork should be laid for the eventual creation of local police forums to promote local connectivity and confidence.

Abstract

Many police departments face ongoing challenges in recruiting and retaining police officers. Heightened concern about terrorist attacks has exacerbated this problem by increasing demands on local law enforcement agencies. To address this problem, the authors, drawing on RAND's extensive work in military personnel management, identify key lessons that could help develop a force management plan for police agencies focusing on future demand for police personnel and creative sources of supply. This analysis considers changing demands for police services; labor pool qualifications; and possible national and regional efforts to adapt military recruitment strategies for police agencies. The Long Beach Police Department, a metropolitan police department struggling with officer recruitment and retention in the face of increased security-related demands, serves as a case study example offering informative background data about these issues.

Abstract

Israel has changed dramatically since its founding, especially in the past two decades. There is a public interest in having the police provide a type and level of service that keeps pace with these changes. Despite relatively low crime rates, the public in Israel still perceives threats to personal security and expresses concern over quality of police service. This report addresses issues of public perceptions and public trust in the police, benchmarking the police against other police organizations, performance measurement, and deterrence and crime prevention.

Abstract

As part of a 2002 collaborative agreement between the Cincinnati Police Department (CPD), the American Civil Liberties Union, and the Fraternal Order of Police, the RAND Corporation annually assesses whether the parties are achieving improving police-community relations in Cincinnati. CPD polices differently than it did in 2001. But without a concerted effort, black Cincinnati residents will likely remain less satisfied than whites with CPD.

"Sexuality in the Swedish Police is based on the experiences of lesbian, gay and bisexual police officers and the author's observations of police work. Written at the intersection of organizational, gender and police studies, the book analyses how processes of exclusion and inclusion of LGB sexuality coexist in the Swedish police, how these processes are related to the culture and characteristics of police work, and how police management attempts to create an inclusive organisation. How and under what conditions does the exclusion and inclusion of LGB officers and LGB sexuality take place in the Swedish police? By delving into this question, the author seeks to answer, among other things, how it is that there are so few openly gay male police officers and how barriers to inclusion can be understood. The book contributes to a better understanding of the problems and activities associated with diversity issues, particularly with a focus on sexual orientation, but also more generally; many of the insights in the book can be used to understand the inclusion and exclusion of other groups in society. A key insight from the book is that inclusion and exclusion are collective processes characterized by struggle, a struggle that according to the author can be understood through the concept of "peripheral inclusion". Sexuality in the Swedish Police will be of great interest to scholars and students as well as practitioners with an interest in diversity issues and policing. Abstract

Terrorism, the use of military force in Afghanistan, Iraq and Syria, and the fatal police shootings of unarmed persons have all contributed to renewed interest in the ethics of police and military use of lethal force and its moral justification. In this book, philosopher Seumas Miller analyzes the various moral justifications and moral responsibilities involved in the use of lethal force by police and military combatants, relying on a distinctive normative teleological account of institutional roles. His conception constitutes a novel alternative to prevailing reductive individualist and collectivist accounts. As Miller argues, police and military uses of lethal force are morally justified in part by recourse to fundamental natural moral rights and obligations, especially the right to personal self-defense and the moral obligation to defend the lives of innocent others. Yet the moral justification for police and military use of lethal force is to some extent role-specific. Both police officers and military combatants evidently have an institutionally-based moral duty to put themselves in harm's way to protect others. Under some circumstances, however, police have an institutionally based moral duty to use lethal force to uphold the law; and military combatants have an institutionally based moral duty to use lethal force to win wars. Two key notions in play are joint action and the natural right to self-defense. Miller uses a relational individualist theory of joint actions to construct the notion of multi-layered structures of joint action in order to explicate organizational action. He also provides a novel theory of justifiable killing in self-defense. Over the course of his book, Miller covers a variety of urgent topics, such as police shootings of armed offenders, police shooting of suicide-bombers, targeted killing, autonomous weapons, humanitarian armed intervention, and civilian immunity.
