The Liberian National Police (LNP) will become the chief provider of security in Liberia as the United Nations Mission in Liberia is reduced. Given the LNP's capabilities and complexity, its past manipulation by former President Charles Taylor, and a pattern of police misconduct in much of Africa, the question of oversight is critical. To examine how best to design the LNP oversight construct, the authors evaluate the likely effectiveness of different oversight options against three criteria-manageability, permanent professionalism, and public confidence-and study police oversight concepts used in other African countries. They conclude that Liberia needs a mixed (i.e., government-independent) LNP oversight system with a broad mandate for enhancing police professionalism and gaining the confidence of the public. Such a system should be clear, relatively simple, manageable, and comprehensible to the Liberian people, and it should complement and strengthen both the government's normal management of the LNP and the LNP's ability to operate. The authors recommend the creation of a government-chaired, mixed-membership, multi-tiered system with the authority and competence to evaluate police policy and performance and to make associated recommendations. Accordingly, the authors recommend the creation of a high-level policy body (the LNP Policy Council) and a subordinate body (the LNP Investigative Council) to investigate individual allegations of police abuse and look for patterns of such behavior within different parts of police agencies. They also recommend that the groundwork should be laid for the eventual creation of local police forums to promote local connectivity and confidence.

Israel has changed dramatically since its founding, especially in the past two decades. There is a public interest in having the police provide a type and level of service that keeps pace with these changes. Despite relatively low crime rates, the public in Israel still perceives threats to personal security and expresses concern over quality of police service. This report addresses issues of public perceptions and public trust in the police, benchmarking the police against other police organizations, performance measurement, and deterrence and crime prevention.

"Sexuality in the Swedish Police is based on the experiences of lesbian, gay and bisexual police officers and the author's observations of police work. Written at the intersection of organizational, gender and police studies, the book analyses how processes of exclusion and inclusion of LGB sexuality coexist in the Swedish police, how these processes are related to the culture and characteristics of police work, and how police management attempts to create an inclusive organisation. How and under what conditions does the exclusion and inclusion of LGB officers and LGB sexuality take place in the Swedish police? By delving into this question, the author seeks to answer, among other things, how it is that there are so few openly gay male police officers and how barriers to inclusion can be understood. The book contributes to a better understanding of the problems and activities associated with diversity issues, particularly with a focus on sexual orientation, but also more generally; many of the insights in the book can be used to understand the inclusion and exclusion of other groups in society. A key insight from the book is that inclusion and exclusion are collective processes characterized by struggle, a struggle that according to the author can be understood through the concept of "peripheral inclusion".
