Abstract

Эффективное использование школьных ресурсов является приоритетной политикой в странах ОЭСР. В Страновом обзоре ОЭСР: Эффективность использования ресурсов в школах     раскрываются возможности управления, распределения, использования и менеджмента ресурсов для повышения качества, равенства и эффективности школьного образования. Данный выпуск Обзора учитывает в анализе четыре типа ресурсов: финансовые ресурсы: например, государственное финансирование школ; человеческие ресурсы: учителя, школьные директора, работники отделов и управлений образования; материально-технические ресурсы: месторасположение, здания школ и их оснащение, а также другие ресурсы такие как количество учебных часов. Этот Обзор предоставляет своевременные рекомендации органам управления и образовательному сообществу. Серия публикаций по данному проекту включает страновые отчеты и тематические сборники. Abstract

Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' Stage 1 peer review report. This report reflects the outcome of the Stage 1 peer monitoring of the implementation of the Action 14 Minimum Standard by Kazakhstan.

Abstract

This in-depth review of the energy policies of Kazakhstan follows the same format used by the International Energy Agency (IEA) to review member countries. It was conducted under the auspices of the EU4Energy programme, which is being implemented by the IEA and the European Union, along with the Energy Community Secretariat and the Energy Charter Secretariat. Kazakhstan has made ambitious commitments to reduce greenhouse gas emissions and increase the role of renewables in its energy supply, but dependence on large reserves of inexpensive domestic coal and a lack of flexible generating capacity make these a challenge. Oil continues to provide much of the country's export earnings and government revenue, while many oil-importing countries have pledged to reduce consumption of fossil fuels, and most oil exports currently transit the Russian Federation. Low domestic energy prices are a social priority for the government, but have made it difficult to promote energy efficiency and stimulate commercial production of gas for the domestic market. This report assesses the energy sector and related challenges facing Kazakhstan and proposes policy recommendations to improve sector governance, energy efficiency and security of supply.

Abstract

This OECD publication reviews the current state of education policies for children with special education needs and those with disabilities in Kazakhstan, the Kyrgyz Republic, and Tajikistan. It offers an overview of the respective country backgrounds, education systems and relevant legislation, and takes a critical look at access to education for what is considered to be the most vulnerable group of children in the countries reviewed. Particular attention is paid to inclusive education policies, to the processes of identification and assessment, to overall policy co-ordination for the provision of education services, to integration in mainstream education, as well as to good practices and the role of NGOs and the donor community.

Abstract

В данной публикации ОЭСР предлагается обзор текущей образовательной политики в отношении детей с особыми образовательными потребностями в Казахстане, Кыргызской Pеспублике и Таджикистане. Дается представление о социально- историческом контексте, системах образования и соответствующего законодательства, критически анализируются принятые взгляды на доступ к образованию для самой уязвимой группы детского населения в данных странах. Особое внимание уделяется политическим мерам, направленным на обеспечения инклюзивности образования, процедурам идентификации и оценки, общей координации предоставления образовательных услуг, интеграции в общеобразовательную систему, а также наиболее успешным практикам и роли НПО и общественных доноров. Публикация входит в серию изданий ОЭСР “Oбзор национал ьной политики в области образования”, ее готовит Программа по Сотрудничеству со странами, не входящими в состав ОЭСР Директората по Образованию.

At the request of the Ministry of Finance (MoF) Republic of Kazakhstan, a technical assistance mission was conducted by the IMF’s Statistics Department (STA) to assist the Kazakhstan authorities in strengthening the compilation and dissemination of government finance statistics (GFS) and public sector debt statistics (PSDS) for decision making and providing data to the Fund for surveillance. The technical mission focused on addressing issues encountered in the annual GFS time series; assisting with the classification of the Problem Loan Fund (PLF) data for their inclusion in GFS; discussing the MoF’s opportunities and limitations in submitting PSDS; and reviewing the procedures for assigning institutional units to the general government sector (GGS) and the public sector (PS) to derive a uniformed public sector institutional table (PSIT) across all macroeconomic statistics.
