"What have been the biggest successes in educational technology - and why have they succeeded when others have failed? Educational visions shows how innovations including citizen science, learning at scale, inclusive education, learning design and analytics have developed over decades. The book is shaped by the visions pursued by one research group for the past 40 years. It outlines the group's framework for innovation and shows how this can be put into practice to achieve long-term results that benefit both students and teachers at every educational level."-- Provided by publisher.

This report presents the findings of an analysis of the fiscal effects of Proposition 174, a school-voucher initiative that appeared on the November 1993 California ballot. Although the proposition was defeated, school voucher plans are under discussion in several other states and may be revisited in California. Hence, the results of this analysis may be relevant to future policy debates in California and elsewhere.

The authors examine the evidence on vouchers in education. They consider how vouchers would affect the academic achievement of participating and non-participating students, which students might use vouchers, who would supply and regulate schooling, and how much a voucher system would cost.

Proceedings of the OECD Workshop on Environmentally Harmful Subsidies, November 2002. For the first time, experts from a variety of backgrounds (government, academics, researchers and representatives of international organisations and civil society) had the opportunity to take stock of and share technical knowledge of subsidies and their environmental impacts. They addressed these issues in the context of such diverse areas as agriculture, fisheries, energy, industry, transport, forestry and water resources

Subsidies are pervasive throughout OECD countries and much of this support is potentially harmful environmentally. This report presents sectoral analyses on agriculture, fisheries, water, energy and transport, proposing a checklist approach to identifying and assessing environmentally harmful subsidies. It also identifies the key tensions and conflicts that are likely to influence subsidy policy making. The book concludes with a discussion of politically feasible subsidy reform strategies.--Publisher's description.

Unsustainable subsidies are pervasive in the industry, agriculture, transport and energy sectors of most OECD countries. They are expensive for governments and can have harmful environmental and social effects. Eliminating these supports requires comprehensive approaches which are supported by top political leadership, transparent in their potential effects on all parties, consistent over the long-term, and often accompanied by transition supports. This volume uses sectoral case studies to illustrate that achieving change in structural policies such as subsidies depends largely on good governance practices.

Every year, up to US$45 billion are transferred from public budgets to manufacturing industry through support programmes in OECD countries. It is essential to perceive the significance of such support if we are to understand the role it plays in structural adjustment strategies and the side-effects it can have on trade, competitiveness and investment. In a globalising economy characterised by greater international competitiveness, the need for transparency is becoming increasingly apparent. This study provides the first comprehensive review of public support to industry. It makes use of a unique set of data covering 25 countries to monitor, analyse and evaluate support policies at both the international and the national level. A more in-depth analysis of support programmes is provided through 17 case studies focusing on individual countries. Special attention is also given to support for industrial R&D and for physical and intangible investment. This study shows that, in nearly all OECD countries, efforts must be made to limit the trade distortions that subsidies can produce and to contain public spending on industry support programmes, given the need for fiscal consolidation. This unique study is an invaluable analytical tool that will help us to meet these challenges.
