Le changement climatique, résultant de l'émissions de gaz à effet de serre (GES) dans l'atmosphère, pourrait modifier profondément l'équilibre de la planète. Malgré des engagements forts au niveau mondial, mais surtout au niveau européen, les progrès enregistrés sont extrêmement décevants. Ce livre a pour ambition d'apporter aux citoyens une information complète, mais aussi à la portée de tous, sur l'évolution en France, en Europe et dans le monde. Il dresse un panorama de l'énergie, productions et consommations, de son impact sur le dérèglement climatique, mais également sur la biosphère, la santé, l'économie et la société. Plus particulièrement, en ce qui concerne la France, les objectifs de la Loi relative à la transition énergétique pour une croissance verte (LTECV) sont rappelés et examinés. Les premiers résultats se révèlent souvent décevants. Pour sortir de cet échec des éléments de réflexion sont proposés, pour une politique de l'énergie efficace basée sur des priorités claires et des échéances cohérentes. Cette politique doit tenir compte de la situation particulière de la France, qui bénéficie aujourd'hui d'une électricité n'émettant que très peu de gaz carbonique, le principal gaz à effet de serre. Or la politique nationale a donné depuis une dizaine d'année priorité à une réduction du nucléaire, décarboné, plutôt qu'à la réduction des émissions de gaz à effet de serre. La France devrait être capable de respecter ses engagements, à condition de réorienter la LTECV avec un objectif clair de réduction des émissions de GES, au meilleur coût et en préservant le lien social qui nous unis dans de nombreux domaines grâce aux infrastructures communes bâties par le génération précédentes (électricité, gaz, eau, réseaux de transports, ...).

Chemical industries are based on catalytic processes as both bulk and fine chemicals are often produced with heterogeneous catalysts. Transition metal ions dispersed on high-surface area inorganic solids are very important catalysts and a full characterization of these materials requires a profound knowledge of the oxidation state, coordination environment and dispersion of the metal ions on the catalyst surface. Such information can only be obtained by using a combination of complementary spectroscopic techniques. 'Spectroscopy of Transition metal ions on Surfaces' serves as an introduction to some of the most important spectroscopic techniques nowadays used for studying the chemistry and catalytic properties of transition metal ions on surfaces. The basic principles and the strengths and weaknesses of continuous wave electron spin resonance, pulsed electron spin resonance, solid state nuclear magnetic resonance, infrared spectroscopy, Raman spectroscopy, diffuse reflectance spectroscopy and X-ray photoelectron spectroscopy are critically reviewed by internationally recognized experts. This gives the reader a solid background for judging literature results and for planning and conducting his/her own experiments. Each chapter closes with several relevant examples mainly from the recent literature. In addition, the use of in situ techniques and chemometrical techniques has been included because of its growing importance in catalyst characterization. La reciente turbulencia financiera ha agravado las perspectivas ya inciertas y complejas, con condiciones de financiamiento restrictivas y crecientes preocupaciones por las vulnerabilidades de la deuda. En este entorno volátil, la política fiscal debe dar prioridad a la coherencia con la política monetaria para restablecer la estabilidad financiera y de precios, además de apoyar a los más vulnerables. Los bruscos cambios en las condiciones financieras también exigen disciplina fiscal para abordar las vulnerabilidades fiscales. Con ese fin, los gobiernos tendrán que dar mayor prioridad a recomponer los amortiguadores fiscales mediante el desarrollo de marcos fiscales creíbles basados en riesgos que promuevan políticas macroeconómicas coherentes, reduzcan las vulnerabilidades fiscales con el tiempo y generen el margen necesario para afrontar futuros shocks.

The report discusses how public finances have fluctuated with multiple shocks since the pandemic, characterized by atypical growth, inflation dynamics, and fiscal support to mitigate the shocks. The recent financial turmoil aggravated an already uncertain and complex outlook with tight financing conditions and mounting concerns for debt vulnerabilities. In this volatile environment, fiscal policy should prioritize consistency with monetary policy to restore price and financial stability, while supporting the most vulnerable. Abrupt changes in financial conditions also call for fiscal restraint to tackle fiscal vulnerabilities. To that end, governments will need to give greater priority to rebuilding fiscal buffers by developing credible risk-based fiscal frameworks that promote consistent macroeconomic policies, reduce debt vulnerabilities over time, and build up the necessary room to handle future shocks.
