One of the main challenges facing radiological protection experts is how to integrate radiological protection within modern concepts of and approaches to risk governance. It is within this context that the International Commission on Radiological Protection (ICRP) decided to develop new general recommendations to replace its Publication 60 recommendations of 1990. In the process of developing these new recommendations, the views of the ICRP have evolved significantly, largely due to stakeholder involvement that has been actively solicited by the ICRP. In this regard, it was upheld during the First Asian Regional Conference organised by the NEA in October 2002 that the implementation of the new system must allow for regional, societal and cultural differences. In order to ensure appropriate consideration of these differences, the NEA organised the Second Asian Regional Conference on the Evolution of the System of Radiological Protection. Held in Tokyo on 28-29 July 2004, the conference included presentations by the ICRP Chair as well as by radiological experts from Australia, China, Japan and Korea. Within their specific cultural and socio-political milieu, Asia-Pacific and western ways of thought on how to improve the current system of radiological protection were presented and discussed. These ways of thinking, along with a summary of the conference results, are described in these proceedings.

This book presents the outcomes of a review of legal and institutional frameworks for fighting corruption in Azerbaijan, which was carried out in the framework of the Anti-Corruption Network for Transition Economies based at the OECD. The review examined national anti-corruption policy and institutions currently in place in Azerbaijan, national anti-corruption legislation, and preventive measures to ensure the integrity of civil service and effective financial control. This publication contains the recommendations as well as the full text of the self-assessment report provided by the government of Azerbaijan.

A general consensus has been reached among technical experts that high-level radioactive waste can safely be disposed of in deep geological repositories. Safety studies are carried out to evaluate the overall capacity of a particular disposal site to confine waste and minimise radioactive releases. Since the principal way in which radioactive elements might eventually reach the biosphere is by transport of dissolved radionuclides in groundwater, the safety study calculations must be able to estimate their rate of transfer through each of the barriers surrounding the repository. It is well known that, for many radioelements, sorption reactions can lead to a reduction of the amount of radionuclides present in the solution phase. How best to take radionuclide sorption reactions into account in repository performance assessment models is the subject of this book.

This open access book summarizes the results of the collaborative project “GeomInt: Geomechanical integrity of host and barrier rocks - experiment, modeling and analysis of discontinuities” within the Program: Geo Research for Sustainability (GEO: N) of the Federal Ministry of Education and Research (BMBF). The use of geosystems as a source of resources, a storage space, for installing underground municipal or traffic infrastructure has become much more intensive and diverse in recent years. Increasing utilization of the geological environment requires careful analyses of the rock–fluid systems as well as assessments of the feasibility, efficiency and environmental impacts of the technologies under consideration. The establishment of safe, economic and ecological operation of underground geosystems requires a comprehensive understanding of the physical, (geo)chemical and microbiological processes on all relevant time and length scales. This understanding can only be deepened on the basis of intensive laboratory and in-situ experiments in conjunction with reliable studies on the modeling and simulation (numerical experiments) of the corresponding multi-physical/chemical processes. The present work provides a unique handbook for experimentalists, modelers, analysts and even decision makers concerning the characterization of various types of host rocks (salt, clay, crystalline formations) for various geotechnical applications.

This review is the first study that undertakes an in-depth analysis of e-government in Norway from a whole-of-government perspective. It looks at the progress to date and the remaining challenges the Norwegian government faces in implementing e-government and provides a detailed analysis of the e-government policy cycle, focusing on the role of the central state as a policy actor. The report also provides proposals for action to improve the delivery of electronic services to citizens, to understand public demand for online services and participation in government, to develop frameworks for monitoring and evaluation of e-government, to respond to agencies’ demands for more central guidance, and to improve co-ordination.

Radioactive waste management is an area of public interest in which stakeholder involvement has largely proven itself to be beneficial to all parties and processes concerned. With growing experience, sharing best practice can be useful at the international level. These workshop proceedings deal with the local partnership methodology employed in Belgium in order to develop an integrated proposal to the national Government to construct and operate a disposal facility for low-level radioactive waste that is adapted to local conditions. The partnerships are formed amongst representatives of local organisations in affected communities and representatives of the Belgian National Radioactive Waste Management Agency.
