Abstract

The end of the Cold War and subsequent dissolution of the Soviet Union resulted in a new unipolar international system that presented fresh challenges to international relations theory. Since the Enlightenment, scholars have speculated that patterns of cooperation and conflict might be systematically related to the manner in which power is distributed among states. Most of what we know about this relationship, however, is based on European experiences between the seventeenth and twentieth centuries, when five or more powerful states dominated international relations, and the latter twentieth century, when two superpowers did so. Building on a highly successful special issue of the leading journal World Politics, this book seeks to determine whether what we think we know about power and patterns of state behaviour applies to the current 'unipolar' setting and, if not, how core theoretical propositions about interstate interactions need to be revised.

Abstract

Scholars frequently portray World War II as an epic morality play driven by a villain (Hitler) and a sinner (Chamberlain). This book offers a fresh approach, combining both the attributes of states and the structure of the international system to explain the origins and causes of World War II. Central to the analysis is the argument that the structure of the international system was tripolar - with Germany, the Soviet Union and the United States as the three central powers - and not multipolar and that this needs to be considered in any examination of the antecedent causes and crucial events of the war. Recognizing that both systems and human agents make history, the author presents an amended balance-of-power theory, a balance-of-interests theory - that distinguishes great powers by their relative material strength and the value they place on the status quo. This systems framework is used to examine and explain the dynamics of tripolar systems; how states respond to threats and opportunities; Hitler's strategy of global dominion; and the foreign policy strategies of the other major powers before and during the war.

How Enemies Become Friends provides a bold and innovative account of how nations escape geopolitical competition and replace hostility with friendship. Through compelling analysis and rich historical examples that span the globe and range from the thirteenth century through the present, foreign policy expert Charles Kupchan explores how adversaries can transform enmity into amity--and he exposes prevalent myths about the causes of peace.Kupchan contends that diplomatic engagement with rivals, far from being appeasement, is critical to rapprochement between adversaries. Diplomacy, not economic interdependence, is the currency of peace; concessions and strategic accommodation promote the mutual trust needed to build an international society. The nature of regimes matters much less than commonly thought: countries, including the United States, should deal with other states based on their foreign policy behavior rather than on whether they are democracies.
