Empowerment of those living in poverty is both a critical driver and an important measure of poverty reduction. It is the decisions and actions of poor people themselves that will bring about sustainable improvements in their lives and livelihoods. Inequitable power relations exclude poor people from decision-making and prevent them from taking action. Sustainable poverty reduction needs poor people to be both the agents and beneficiaries of economic growth - to directly participate in, contribute to and benefit from growth processes.  Strengthening poor people’s organizations, providing them with more control over assets and promoting their influence in economic governance will improve the terms on which they engage in markets. This economic empowerment combined with political and social empowerment will make growth much more effective in reducing poverty. This report aims to build donor understanding of empowerment and how best to support it.

Global poverty, economist Collier points out, is actually falling quite rapidly for about 80% of the world. The real crisis lies in a group of about 50 failing states, the bottom billion, whose problems defy traditional approaches to alleviating poverty. Here, Collier contends that these fifty failed states pose the central challenge of the developing world in the twenty-first century. This group of small nations, largely unnoticed by the industrialized West, are dropping further and further behind the majority of the world's people, often falling into an absolute decline in living standards. Globalisation is already a powerful force for poverty reduction as societies and economies around the world are becoming more integrated. Although this international integration presents considerable opportunities for developing countries, it also contains significant risks. Associated with international integration are concerns about increasing inequality, shifting power, and cultural uniformity. Globalization, Growth, and Poverty focuses on globalisation in terms of growing economic integration resulting from the increased flow of goods and services, people, capital, and information. The report is primarily concerned with the effect that this growing integration has on economic growth and poverty reduction. It assesses the impact of globalisation and addresses the ensuing anxieties. By focusing on specific policy recommendations, this report proposes an agenda for action aimed at minimising the risks that globalisation potentially generates, while maximising the opportunities for the poor.
