The Government of the Republic of Niger has implemented the Poverty Reduction Strategy (PRS), which describes the country's macroeconomic, structural, and social policies in support of growth and poverty reduction. This strategy is based on the conviction that poverty can be reduced through strong and sustained economic growth that creates wealth and jobs. The study is the outcome of a concerted analysis. The first part outlines the diagnosis and key factors of poverty and the second part presents the major challenges, vision, overall goals, and strategic pillars.

This paper discusses key findings of the 2004 Status Report on Poverty Reduction Strategy Paper (PRSP) for Niger. The report assesses economic and financial performance, as well as progress in implementing sectoral policies and strategies in 2004. Analysis of the economic and financial situation in 2004 confirms the vulnerability of Niger’s economy to the vagaries of the weather, as reflected in a fluctuating rate of economic growth. The growth rate in 2004 was -0.6 percent, versus 3.8 percent in 2003, owing to a drop in agricultural output.

IMF engagement with Niger since 2005 has remained constructive. IMF-supported programs have contributed to the authorities’ goals of macroeconomic stability, growth, and human development progress. Development of Niger’s uranium and petroleum resources provides an important opportunity to raise the living standards of Niger’s citizens. Institutional reforms aimed at enhancing the efficient use of resource revenues and transparency of public finances will remain critical to maximize benefits and avoid distortions associated with the resource curse.

Niger’s new Poverty Reduction Strategy (PDES) represents its overarching reference framework for the government’s development agenda. It also proposes changes in policy orientation and institutional arrangements to respond to recent developments in Niger and in the subregion. The PDES was developed in an inclusive participatory process. Overall, it provides a comprehensive analysis of development challenges and a plan to achieve accelerated sustainable growth, identifies key risks to the achievements of the objectives as well as mitigating measures.

This paper discusses Niger’s Sixth and Seventh Reviews Under the Extended Credit Facility Arrangement, Request for Waivers of Nonobservance of Performance Criteria (PC), Request for Augmentation of Access, and Extension of the Current Arrangement. Niger’s growth slowed in 2015 owing to lower agricultural and natural resource sectors activity. Over the medium term, real economic growth is expected to pick up as major projects in oil and mineral extraction come to fruition. The IMF staff supports the authorities’ request for waivers for the unmet PC on domestic financing and domestic arrears repayments at end-December 2014, and that of domestic financing at end-June 2015.

This paper discusses Niger’s 2019 Article IV Consultation, Fourth Review Under the Extended Credit Facility (ECF), and Requests for Waiver of Nonobservance of a Performance Criterion, Modification of Performance Criteria, and Extension and Rephasing of the ECF Arrangement. Program implementation has been broadly satisfactory with public finances strengthening as planned, progress with the implementation of the structural reform agenda, and some slippages in the clearance in domestic payment arrears. Improving public finances, mobilizing revenues, and improving spending quality remain high on the agenda. The Article IV consultation focused on ways to jump-start Niger’s still embryonic local formal private sector and how to best foster good governance. Economic growth strengthened in 2018 and the outlook is promising thanks to the start of several large-scale projects by private investors and development partners. The review highlights that the formal local private sector needs strengthening to ensure sustainably higher living standards and provide jobs for Niger’s rapidly growing labor force.

This paper investigates empirically the sources of aggregate output growth and the determinants of total factor productivity (TFP) in Niger between 1963 and 2003. A growth accounting analysis indicates that the erosion in output per capita over the sample period is due to the negative growth of both TFP and physical capital per capita. Sound macroeconomic policies, supported by official development assistance and structural reforms, are found to be key to raising TFP growth.
