Abstract

Cette étude entend donner un nouvel éclairage sur le principe des instruments de type marché et aider les décideurs à y recourir davantage pour gérer les pêcheries. Les résultats sont tirés d’une enquête sur l’utilisation des instruments de type marché dans les pêcheries de l’OCDE qui met en évidence les principales caractéristiques de ces instruments dans différents pays. A l’issue de l’enquête, force est de constater que la gestion des pêcheries fait en pratique intervenir un large éventail d’instruments de type marché dans les pays de l’OCDE. D’où, le plus souvent, des améliorations en termes d’efficience économique du secteur et de viabilité des stocks de poissons.

Abstract

From Seascapes of extinction to seascapes of confidence. Territorial Use Rights in Fisheries in Chile: El Quisco and Puerto Oscuro by Gloria Gallardo Fernandés is an important contribution to our understanding of the multifaceted challenges underlying sustainable solutions to ecological fisheries, the book describes how, in Chile, indiscriminate harvest of the edible shellfish Concholepas concholepas (false abalone or Loco), has been threatening not only the living of small-scale artisan fishers but also the ecosystem. In an attempt to strengthen the fishers’ livelihoods and at the same time recuperate the fish, the Chilean government introduced the regulatory measure: Management and Exploitation Areas for Benthic Resources (MEABRs), locally known as Management Areas (MAs) and internationally as Territorial Use Rights in Fisheries (TURFs).

Abstract

Rebuilding fisheries is a key challenge for many countries as some stocks are in a poor state while others are depleted.  In May 2009, economists, biologists, fisheries managers and policy makers participated in an OECD Workshop on the Economics of Rebuilding Fisheries. The workshop was designed to identify and analyse economic uncertainties, policy issues, biological conditions and information constraints, and to review the role of key players in program delivery. This conference proceedings presents an overview of the major economic and institutional issues associated with rebuilding fisheries and provides examples of national and international initiatives.
