Reports the results of a two-day workshop that brought together a diverse group of modelers, specialists in international relations, and thinkers about power from both the public and the private sectors to consider how to measure state power and the power of non-state actors, and forms of "soft" power. On the first day, the group discussed state power on three levels: resources or capabilities, or power in being; (2) how that power is converted through national processes; (3) and power in outcomes, or which state prevails in particular circumstances. The second day focused on the changing state system. States now have more competitors-so called non-state actors. They range from terrorists and drug traffickers to advocacy groups, think tanks, and private corporations. Participants discussed how both states and non-state actors wield power on a continuum ranging from persuasion, through economic aid, to military action. The group's members agreed that their next steps should be to improve formulations and enhance models for forecasting power, and to develop scenarios as a means of adding vividness and exploring discontinuities.

The theater missile defense debate, North Korea's ballistic missile program, and ongoing discussions concerning South Korea's next-generation combat aircraft have heightened awareness of the importance of aerospace power to South Korea's defenses. To assess these and related issues, the Second International Air Power Conference was held June 11-12, 1999, in Seoul. The conference addressed South Korea's military force structure in the 21st century, the role of air and space power in future deterrence and defense missions, the ballistic missile threat, and collaboration on the development of air power. It is expected that the findings in this document, a compilation of the 15 papers delivered at the conference, will have important implications for South Korea's national security, defense planning, force structuring, and air defense modernization programs.

This report analyzes the range of differing views on policy with regard to the North Atlantic Treaty Organization (NATO) in the 1980s. It considers (1) the issues over which those who debate NATO policy in the 1980s differ and (2) how these differences have developed from the debates of the 1960s. The author concludes that Europe has been stable and Western Europe secure for a long time, and this security and stability will continue if NATO remains strong. In addition, both the American and European sides of NATO need to avoid suspicions of each other. Finally, the Gorbachev era may make possible substantial improvements through arms control agreements that increase Western security and East-West stability

This report reviews the state of the art in readiness and sustainability measurement and develops a strategic concept design for measurements that would better serve high-level defense decisionmakers. The authors identify (1) incremental improvements that would raise the value of information derived from current reporting and analysis systems and (2) a new concept for assessing readiness and sustainability that would integrate several existing reporting and analysis approaches. The findings indicate that today's indicators of readiness and sustainability do not provide high-level defense decisionmakers with appropriate information. Estimates of the levels of activity that U.S. forces could achieve over time in different contingencies would be more useful. Using continuous numerical scales and showing changes during a contingency, such integrated assessments should prove more sensitive to resource level changes and allow easier comparisons from year to year.
