Cette étude représente une contribution solide à la connaissance des mécanismes fondamentaux qui perpétuent le sous-développement, singulièrement dans un pays comme le Gabon, dont les richesses naturelles exploitées sont déjà considérables. Il constitue un apport de qualité à la compréhension des redoutables problèmes posés aux jeunes Etats de l’Afrique noire contemporaire et notamment aux pays qui furent colonisés par la France. En effet P.-C. MAGANGA-MOUSSAVOU démontre l’ampleur des contraintes imposées par l’aide publique de la France qui perpétue des liens de type colonial. Mais il met aussi, avec courage, l’accent sur le comportement de certaines élites gabonaises, peu compatibles avec les exigences d’un développement conforme aux traditions africaines et à l’indépendance économique. Ce livre d’une grande qualité scientifique et humaine implique particulièrement qu’une conception nouvelle de la Coopération entre la France et les pays africains s’impose désormais.

La scène se passe au cœur d'une nuit gabonaise. Au corps de garde, un homme est assis devant un miroir qu'il scrute, les yeux fixes. Il prend la parole et raconte des scènes étranges, apparitions fantastiques ou sombres histoires de famille. Il les raconte à d'autres hommes qui l'écoutent avec attention, massés autour de lui. Il s'agit là d'une initiation au Bwete Misoko, rituel masculin originaire du Gabon central mais aujourd'hui répandu dans la majorité du pays. Ce livre en retrace le parcours initiatique complexe : depuis les rites de passage centrés autour de l'absorption de la plante hallucinogène eboga à des fins visionnaires et thérapeutiques, jusqu'à la dernière étape rituelle au terme de laquelle l'impétrant pourra à son tour initier des novices et exercer le métier de devin-guérisseur. À partir d'une approche pragmatiste centrée sur la logique interactionnelle du rituel, l'auteur montre comment le Bwete Misoko permet de mettre en scène l'ordre des relations sociales en les rejouant dans le miroir initiatique. L'initiation instaure en effet un autre type de rapport à soi et à autrui par le biais d'une série de pièges qui opèrent une recomposition de la relation aux sorciers, aux femmes et aux ancêtres. En déplaçant ainsi le regard des structures symboliques vers les dynamiques d'interaction, ce livre invite à un renouvellement théorique de l'anthropologie du rituel : le rituel est moins une affaire de croyance et de symboles que de contextes et de relations ; et son efficacité propre repose moins sur la métaphore que sur l'ironie.

This paper examines Gabon’s request for a Stand-By Arrangement in support of its economic program. The arrangement provides access at 50 percent of quota. Given its strong balance of payments position, it intends to treat the arrangement as precautionary. Gabon is ineligible for support under the Policy Support Instrument, which is limited to Poverty Reduction and Growth Facility-eligible countries. The critical objectives of the government’s program are to prepare the economy for the post-oil era and to make decisive progress in poverty reduction.

Oil production over the last 40 years has transformed Gabon into a middle-income country; but income inequality is high, and non-commodity sectors are stagnant. Gabon is recovering from the global financial crisis. The recovery to be sustained, with downside risks from commodity prices and possible slippages in policy implementation. The fiscal stance has important implications for domestic stability. Medium-term fiscal consolidation is vital to ensuring fiscal sustainability and external competitiveness as oil production dwindles over time. The staff report for the Request for Stand-By Arrangement on Gabon highlights economic developments and policies. A higher-than-anticipated rise in oil GDP more than offset lower-than-expected growth of non-oil GDP. Overall fiscal performance was strong, as the non-oil primary deficit was reduced by 8.6 percentage points to 8.2 percent of non-oil GDP in 2003. The authorities have strengthened their medium-term program to address the weaknesses in public finances that came to the fore under the staff-monitored program (SMP) and to tackle the impediments to private sector development while improving social indicators.

This 2014 Article IV Consultation highlights that Gabon’s growth performance has recently been strong, but fiscal pressures have increased significantly. Real GDP growth has averaged about 6 percent in the last four years on the back of substantial scaling-up of capital spending as the authorities implement their strategy Plan Stratégique Gabon Emergent to promote economic diversification and growth inclusiveness. The medium-term growth outlook has weakened as a result of the sharp decline in oil prices, but is expected to remain relatively strong. Growth is expected to be driven by a number of projects under way in agro-industry, mining, and wood processing.
