"Against a backdrop of terrorist threats, natural disasters, and heightened concern about pandemic influenza, national security policy is now based on an all-hazards approach to disaster preparedness planning. Effective local planning is critical to disaster preparedness. Military installations and their civilian counterparts -- local government and local health-care providers -- can strengthen local-level disaster preparedness planning. This is the second report of a larger study aiming to develop planning support tools for local military and civilian planners. It describes a prototype tool that focuses on risk-informed, capabilities-based planning to determine (and address gaps in) the capabilities and resources a locality will likely require in the event of a disaster, with the prototype demonstration focusing on earthquakes, hurricanes, and pandemic influenza. Disasters are as much cultural as natural phenomena. For centuries, news about catastrophic events has been disseminated through media such as chronicles, pamphlets, newspapers, poems, drawings, and prints. Nowadays, we are overwhelmed with news about the cataclysmic effects of recent forest fires, floods, and storms. Due to the ongoing climate crisis, extreme weather events will likely have ever greater impacts on our lives. "This monograph provides an overview of research into disasters from a historical perspective, making two new contributions. First, it introduces the field of 'disaster studies' to history, showing how we can use history to better understand how societies deal with shocks and hazards and their potentially disastrous outcomes. Despite growing recognition of the importance of historical depth by scholars investigating disasters, the temporal dimensions of disasters have been underexploited up to now. Moreover, the historical record sometimes enables us to make a long-term reconstruction of the social, economic and cultural effects of hazards and shocks simply not possible in contemporary disaster studies material. We can therefore use 'the past' as a laboratory to test hypotheses of relevance to the present in a careful way. History lends itself towards this end because of the opportunity it offers to identify distinct and divergent social and environmental patterns and trajectories. We can compare the drivers and constraints of societal responses to shocks spatially and chronologically, and therefore enrich our understanding of responses to stress today"

This report begins identifying the central issues for determining the appropriate Army role in disaster relief. The study finds three potential options for an expanded Army role in civil emergency response: (1) continue to support the Federal Emergency Management Administration's (FEMA's) leadership of disaster response planning; (2) expand the Director of Military Support office to include formal state liaison offices; and (3) designate civil disaster support as a fifth pillar of national defense strategy and incorporate disaster-support missions into the Army's primary missions. The last two options expand the Army's current role and will require both internal changes and outside actions. While weighing these options and examining the issues surrounding them, the Army should take three steps to make its force ready to meet the current expectations of the American people in the event of a disaster at home: (1) transfer executive authority for military support from the Secretary of the Army to the Chairman of the Joint Chiefs; (2) support formal acceptance of civil disaster response as a mission for both active and reserve forces; and (3) review legal constraints on military participation in civil disaster relief.
