Abstract

Katastrophen stellen eine Herausforderung für gesellschaftliches Handeln dar. Der Autor zeigt, auf welche Weise die politischen und wissenschaftlichen Strukturen des Deutschen Kaiserreiches dieser Herausforderung begegneten und sich im Sinne des Fortschrittsdenkens zu Nutze machten. Es wird deutlich, dass Naturkatastrophen wie das Jahrhunderthochwasser am Rhein für den jungen Nationalstaat nicht nur ein bedrohliches Risiko darstellten, sondern auch eine Chance für gesellschaftlichen Wandel. So stärkten sie das Zusammengehörigkeitsgefühl und lieferten einen Anlass für regionale Entwicklungshilfeprogramme sowie wissenschaftliche Forschung.

Abstract

The Committee Firenze 2016, on the occasion of the 50th anniversary of the tragic 1966 flood, invited six engineers and scientists to form an International Technical Scientific Committee (ITSC) to assess the current status of flood protection for the city of Florence and identify steps to reduce the risk of flooding facing the city. In this final Report, ITSC concludes that Florence remains at risk to significant flooding and this risk grows each day. It is not a question of whether a flood of the magnitude of 1966 or greater will occur, but when. In fact, the level of protection that exists in Florence now is not on a level appropriate to the citizens and treasures that rest within the city. If, under current conditions, a 1966-like flood occurred, the consequences to human lives, treasures, properties and community infrastructure could be much more catastrophic than they were in 1966.

Abstract

This report summarizes the literature on definitions of resilience to flood risk, conceptual system-of-systems frameworks to analyze resilience, metric and indicator systems for measuring resilience, and examples of resilience-building in action at the community level. The literature suggests three main themes associated with the concept of resilience: (1) reducing the likelihood of a disaster and a community's ability to absorb or resist a shock, (2) increasing a system's adaptability while still maintaining function in the presence of a shock, and (3) reducing the time to recovery to normal functioning that might differ from pre-event functioning. These themes translate into capacities at the community or regional level that are essential to achieving resilience: absorptive or resistive capacity, adaptive capacity, and restorative capacity. Conceptual frameworks can be categorized into two groups: systems that segment the world by public service sectors (e.g., electric, water, and transportation) and systems that segment along functional lines (e.g., social, built, or natural).

Abstract

Perçues comme un moment exceptionnel et tragique de l’histoire des communautés anciennes, les catastrophes naturelles ne cessèrent, tout au long de l’Antiquité, de susciter l’étonnement, l’irraison et la peur. Elles furent l’objet de débats entre les défenseurs d’une opinion rationnelle, fondée sur la compréhension de l’harmonie et de la démesure du monde, et ceux qui, intrigués par la violence de tels phénomènes, en tenaient pour responsables les divinités. Il est néanmoins frappant de constater que les Grecs ne disposaient pas de mot pour désigner une catastrophe naturelle. L’enquête proposée ici repose donc sur une définition et un paradigme contemporains, l’étude des implications sociales qu’un aléa naturel impose aux sociétés. Loin de céder au fatalisme, les communautés surent s’adapter progressivement aux contraintes de leur environnement, tirèrent de ces expériences des enseignements au sujet des comportements à adopter et prirent des mesures efficaces afin de surmonter l’événement dévastateur. Les réactions populaires soulignent aussi la variété des attitudes face aux catastrophes : actes de bravoure ou de piété religieuse, évacuation des zones sinistrées, sollicitation des réseaux de voisinage, reconstruction des édifices ruinés. Ces réponses apportées au désastre révèlent les réalités quotidiennes dans les cités grecques. La catastrophe ne rompt ainsi pas le temps vécu, mais s’inscrit, au contraire, dans un processus historique de longue durée.
