This paper assesses competitiveness in the case of the Central African Republic, a postconflict country. The paper presents several conventional techniques for assessing competitiveness, namely the real exchange rate and recent trade performance. Several other measures are considered, in particular transport costs and governance measures, which may be more effective in capturing the obstacles to competitiveness posed by the poor security environment and weak institutions common to many post-conflict situations. The real exchange measure and trade measures suggest some mild erosion of competitiveness in recent years, while the other measures indicate that the competitiveness challenges faced by the Central African Republic are much deeper.

This paper provides empirical evidence that the propensity for political instability in the Central African Republic (C.A.R.) has been increased by low tax revenues and deteriorations in the terms of trade. The direct effect of political instability on economic growth is not statistically significant, once account is taken of domestic investment, and economic growth in neighboring countries. The policy implications are: (i) mobilization of domestic revenues to pay public employees' salaries and provide basic social services would lower the probability of coups; (ii) economic diversification would reduce the propensity for adverse terms of trade shocks to fuel coups; and (iii) neighboring countries' efforts to resolve conflicts and achieve sustained growth would be beneficial for the C.A.R.'s economic performance.

The staff report for the Use of Fund Resources—Request for Post-Conflict Emergency Assistance on the Central African Republic (CAR) focuses on the political situation and post-conflict economic recovery. The post-conflict economic recovery remains subdued. Fiscal reforms will focus on boosting revenue and containing expenditure. Revenue measures will center on tightening controls in tax administration and fighting fraud at customs. Reforms in the governance area are directed at fighting corruption mainly through enhanced transparency and strengthening the judiciary with a view to improving the management of public resources.

This Selected Issues paper and Statistical Appendix analyzes economic developments over the past decade in the Central African Republic (CAR). It examines the regional integration efforts of the CAR in the context of the Central African Economic and Monetary Community (CEMAC). The paper presents an overview of the CEMAC customs union reform, and investigates the status of the implementation of the CEMAC trade reform in the CAR. The paper also evaluates the impact of the regional trade reform on the CAR’s trade performance, based on trade developments in the CAR during 1994–2002.

The status report on the Poverty Reduction Strategy Paper (PRSP) of the Central African Republic showed substantial progress. IMF staff welcomed peace and security consolidation and strong macroeconomic framework under the economic program. They emphasized the need for strengthening the linkages between some of the sectoral and national strategies. They stressed the need for a strategy for monitoring and evaluation of the system, and financing to implement the strategy. They concur that success of the PRSP will be a challenge amidst security issues and financial constraints.

Central African Republic (C.A.R) showed satisfactory performance amidst difficult conditions under the Poverty Reduction and Growth Facility (PRGF) arrangement. Executive Directors commended the authorities' efforts to consolidate peace and security and pursue macroeconomic stabilization and structural reforms. Directors stressed that policies need to focus on accelerating growth and increasing the economy’s resilience with the private sector playing an increasing role. They agreed with the need to continue with fiscal consolidation and noted the improvement in debt sustainability. They agreed that C.A.R had fulfilled the requirements to reach the decision point under the Enhanced HIPC Initiative and qualified debt relief.

This Status Report discusses preparation of the Poverty Reduction Strategy Paper (PRSP) on Central African Republic. The government has decided to design an interim strategy (the Economic and Social Policy Framework Document – Document cadre de politique économique et sociale—DCPES) while waiting for the PRSP to be finalized. Multiyear macroeconomic projections and the annual fiscal framework will match resource allocations with PRSP objectives and programs. The PRSP will be implemented in a stable macroeconomic policy framework, and medium-term expenditure management will focus on poverty reduction and economic recovery.

Political and economic uncertainties in the Central African Republic (C.A.R.) have abated, but the sociopolitical environment remains fragile. Institutional weaknesses, limited and volatile aid flows, and persistently low domestic resource mobilization have slowed the efforts and considerable transition out of fragility. The resumption of donor budget support will close the financing gap and increase poverty and infrastructure spending. Implementation of structural reforms needs to be accelerated to support the government’s medium-term objectives. Strengthening debt management capacity to effectively monitor debt development is essential.
