Le téléphone est aujourd'hui un objet si banal qu'on oublie que son insertion sociale ne s'est pas faite sans heurts. C'est l'histoire de l'introduction du téléphone à Montréal, de 1880 à 1930, que raconte ici Claire Poitras, à partir d'une documentation extrêmement riche. La mise en place du réseau téléphonique a été une aventure complexe à laquelle ont participé d'innombrables acteurs, depuis les industriels qui ont su planifier son développement et intégrer ses perfectionnements techniques, jusqu'aux utilisateurs qui ont dû apprivoiser un nouvel instrument de communication, en passant par les politiques qui ont tenté de réglementer ce nouveau service public, ses tarifs, ses poteaux et ses fils. L'introduction du téléphone correspond au passage d'un noyau urbain compact, qui regroupe encore au milieu du XIXe siècle la plupart des activités manufacturières et artisanales, à une ville « réticulée » en expansion continue, où l'industrie des services occupe désormais une place prépondérante. Claire Poitras expose les compromis sociopolitiques qui ont permis le déploiement du téléphone d'une façon si fulgurante, que, déjà dans les années 1920, il était devenu un accessoire indispensable de la vie moderne.

"Taking the 'question of literature' as its starting point, this book addresses the telephone's propensity to mediate but also to interrupt communication, as wel as the ways in which it taps into some of the most urgent concerns of the modern and contemporary age, includilng surveillance, mobility, globalization and the ethics of answerability. In so doing, it provides a fascinating look at how the telephone has been shaping literature and culture from the early twentieth century to the present. Exploring its complex, multiple and mutating functions in literary texts from 1945 to the present day, this book examines the ways that the telephone ignites new conversations between different historical periods, global locations, theoretical perspectives and creative and critical voices, examining issues as from the role of operators to secrecy and information technology to queer conversations and telephones as waste. Although focusing on post-1945 writers such as Will Self, Haruki Murakami, Jon McGregor, Frank O'Hara, Muriel Spark, Graham Greene and Behrouz Boochani, it also touches on work from earlier writers such as Mark Twain, Marcel Proust, Robert Frost, James Joyce, Evelyn Waugh, and Dorothy Sayers. Addressing the reciprocal relationship between telephony and literary language and form, it considers both historical and recent manifestations of the telephone, and its capacity to call across borders, languages and cultures."--

Abstract

When the billing of local telephone service is changed from flat rate to measured service, the distribution of monthly calling rates is altered. This report models the distribution of flat-rate telephone usage in terms of demographic variables and stochastic components; the shift to measured service affects both the systematic and stochastic parameters. The model is fitted by maximum likelihood to data for interviewed households participating in General Telephone's local measured service experiment in Illinois. Households tend to make more calls if they are larger (more people), older, or include teenagers. They tend to reduce calling proportionately more in response to usage charges if they average many calls under flat rate for any of the above reasons or for other, unexplained reasons. There is substantial variation in telephone usage by households with similar demographic characteristics. Consequently, the benefits and costs of local measured service will tend to be diffused across demographic groups.

The purposes of this study are (1) to show why the Federal Communications Commission has permitted progressively greater competition in interstate telephone services, (2) to assess the Commission's ability to handle problems of cross-subsidization that have arisen from competition, by drawing from the history of its major rate investigations, (3) to trace the policy implications of this experience for the continued rate regulation of interstate telephone service, and (4) to examine the conflict between economic efficiency and the desire to maintain low local telephone rates--a conflict exacerbated by the fact that competition makes less sustainable the subsidization of local service by interstate services.

Abstract

Much debate surrounds the question of whether to allow telephone companies to deliver video services to subscribers in their service areas. Such an arrangement would raise issues about whether telephone companies should operate as video common carriers, entities free to supply video services as cable operators do today, or hybrids that combine common carrier services with the carrier maintaining limited ownership interests in programming. Setting aside a complex set of legal considerations, this study evaluates the relative merits of these alternative ways to provide video services. The author assesses the appropriate role of government rate regulation (e.g., rate-of-return constraints or price caps) of video networks owned by local exchange carriers (LECs), and explores the applicability of common carriage, going beyond the LECs, to cable operators and other video providers. Outcomes are evaluated in terms of their contribution to economic efficiency and information diversity. The author concludes that there is no sound basis for singling out the telephone companies for common carrier treatment if they choose to enter the video market. He suggests that the same treatment be accorded telephone companies and cable operators, regardless of whether they operate as video common carriers, hybrids, or unconstrained carriers.
