Abstract

In 2007, Russia’s international investment flows reached record highs, making Russia one of the world’s largest recipients and sources of FDI. Russia's potential for attracting even more international investment can be improved by strengthening beneficial competition and offering additional opportunities for investment.  Disseminating international standard business practices among Russian firms can also boost the country's creditworthiness and reliability as inward and outward investors. Based on the OECD's Policy Framework for Investment, the overview of Russia's energy investment policy identifies different policies critical for coping with the country's huge energy investment needs and sector-specific challenges.

Abstract

Russia Rebounds analyzes Russia’s dramatic economic recovery since the country’s 1998 financial crisis, emphasizing macroeconomic issues and fiscal and banking sector reforms. The crisis was a massive shock to the system and a considerable surprise to both Russians and foreign investors, who a year before had come to think that the worst of the transition from a centrally planned to a market economy was over. Macroeconomic performance since the crisis has been impressive. The book assesses the contribution of various factors underlying this recovery and highlights key policy challenges to ensure its sustainability.

Abstract

Infrastructure sectors -- particularly railroads, telecommunications, electricity and natural gas -- are vital in providing necessities of life to the Russian Federation’s citizens and key inputs into the rest of the economy. A top priority of the current government in Russia is to reform the infrastructure sectors, specifically in such sectors as rail transport and electric power, to create an efficient and effective regulatory regime that supports the creation of competition where possible and provides more effective protection to consumers in those spheres where competition is not possible. This book compiles the proceedings of four meetings held at the request of the Minister for Antimonopoly Policy of the Russian Federation, on the reform of railroads, telecommunications, electricity and natural gas, during December 2000-September 2001. This review is part of the OECD's ongoing co-operation with non-Member economies around the world.

Abstract

This paper examines the effects of three "shocks" - the disintegration of the U.S.S.R., domestic economic reform, and changing relations with other countries- on Russia's balance of payments position. The importance of consistent economic reform and a liberal trade regime is stressed, together with the role of financial assistance.
