Abstract

The IEO of the IMF was created in 2000 to enhance the learning culture of the IMF, to build the IMF's external credibility by undertaking objective evaluations in a transparent manner, to provide independent feedback to the Executive Board in its governance and oversight responsibilities, and to promote greater understanding of the work of the IMF among its members and the broader public. In the period October 2005-February 2006, the Evaluation Panel assessed how well the IEO meets these objectives, asking at the outset whether the IMF needs an IEO and whether the existing office is adequately independent. The Panel concludes that the IEO has served the IMF well but identifies certain weaknesses and makes recommendations to the IEO and the IMF to address them.

Abstract

Since its last Report to the IMFC in Singapore, the IEO has focused most of its attention on completion of two evaluations; namely the IMF and Aid to Sub-Saharan Africa and the IMF's Advice on Exchange Rate Policy. In addition work is progressing or has been initiated on a number of new topics identified in the last Report.

Key Messages--The Iraq Subaccount is a good example of donor coordination as expressed in the Paris Declaration.--Overall, the TAs funded from the Iraq TA Subaccount were successful, relevant, efficient and effective.--Ensuring long-term sustainability requires maintaining an adequate the level of TA activity in the future.--There were instances where more pro-active donor coordination was needed to build synergies to achieve development results.--While the offsite modality was fairly effective and cost efficient and delivered value for money, the limits of this model will be stretched as IMF moves from policy and operational advice and training to greater emphasis on supporting the implementation of policies and procedures.--The Fund's internal monitoring needs to be strengthened, particularly the TA Information Management System. Reforms in this area are on track, supported by Fund management, and improvements are expected by 1 May 2008.--The Fund's TA evaluation framework needs to be strengthened by instituting a system of self assessments of all completed TAs and developing guidelines for the ex-post evaluation of TAs. Work in these areas is planned.--The Fund delivered slightly more internally funded TA to Iraq than originally planned.

Abstract

Since its April 2006 Report, the IEO has continued work on three ongoing evaluations. It has considered and discussed a broad list of possible future evaluations with a wide range of stakeholders and announced its decision to add four of these to the IEO work program in the financial year 2007. IEO has also started to follow up on the recommendations of the report of the independent external evaluation of the IEO.

Abstract

The OECD Programme for International Student Assessment (PISA) examines not just what students know in science, reading and mathematics, but what they can do with what they know. Results from PISA show educators and policy makers the quality and equity of learning outcomes achieved elsewhere, and allow them to learn from the policies and practices applied in other countries. PISA 2015 Results (Volume I): Excellence and Equity in Education, is one of five volumes that present the results of the PISA 2015 survey, the sixth round of the triennial assessment. It summarises student performance in science, reading and mathematics, and defines and measures equity in education. It focuses on students’ attitudes towards learning science, including their expectations of working in science-related careers. The volume also discusses how performance and equity have evolved across PISA-participating countries and economies over recent years.
