Taiwan offre le paradoxe d’être une entité politique isolée sur la scène internationale et l’une des premières économies exportatrices du globe. Si son histoire politique et la transition démocratique récente sont connues, que savons-nous de sa trajectoire économique ? En 1950, l’île exporte sucre de canne et fruits tropicaux vers ses voisins asiatiques et son protecteur américain. Taipei, capitale de la Chine libre, est une cité dont les larges avenues, vides de toute circulation automobile, dessinent la trame d’une ville encore à construire. Un demi-siècle plus tard, les entreprises taiwanaises constituent un maillon essentiel des chaînes de production mondiales d’articles informatiques. Elles investissent en Asie, sur le continent américain et en Europe. La capitale de ce pays qui se pense de plus en plus comme une nation est une ville encombrée dont la croissance, limitée par l’espace, est désormais verticale. Cet ouvrage est consacré aux hommes et aux femmes qui se trouvent derrière ces produits et ces façades de verre et de béton. L’auteur y écrit l’histoire des capitaines de l’industrie privée taiwanaise et de leurs familles. Ce parcours au sein des élites économiques donne à rencontrer des figures publiques tel le bouillant Wang Yongqing, qui réclame haut et fort la libération des relations économiques avec la Chine continentale, l’aristocratique Gu Zhenfu, diplomate officieux de la République de Chine, et bien d’autres personnalités plus discrètes, mais non moins influentes. Comprendre de l’intérieur ces acteurs de la modernité chinoise est d’autant plus nécessaire que la génération suivante, qui succède aux fondateurs, traverse aujourd’hui le détroit de Taiwan pour participer activement à un nouveau chantier, celui de la modernisation économique et sociale du continent chinois.

Quels sont les rapports entre taille et performances des entreprises ? Leurs stratégies s’adaptent-elles aux activités ? Existe-t-il un niveau optimal de spécialisation ? À ces questions, l’histoire économique apporte des réponses qui éclairent les enjeux du présent. Cet ouvrage le montre à travers les contributions d’une équipe plurinationale, formée à l’occasion d’un programme de recherche sur les rapports entre entreprises et territoires en Europe du Nord-Ouest continentale durant les trois derniers siècles. Les entreprises sont analysées dans des perspectives diverses soulignant l’absence de schémas univoques. Entre taille, secteur et stratégie, aucune combinaison ne leur garantit la réussite et la pérennité. C’est au contraire de leur capacité d’adaptation au changement et de remise en cause des acquis que dépend le succès. Les contributions étudient successivement dans cette optique le degré de concentration et le dualisme présents dans plusieurs secteurs, puis l’importance de la taille, enfin l’insertion des entreprises face aux acteurs et institutions qui les environnent. Les méthodes employées sont variées : monographies, rapports d’activité, études statistiques, délibérations des organisations professionnelles, correspondance des autorités de tutelle, travaux des observateurs contemporains… Elles illustrent la diversité d’approches d’une histoire d’entreprise qui, loin d’être refermée sur elle-même, se veut à la confluence de multiples disciplines de sciences sociales.

A probing report on the harm caused by hard-core cartels, on progress made in combating them, and on the challenges that lie ahead. Since adoption of its 1998 recommendation on effective action against hard-core cartels, the OECD has been leading an international effort to restrict their activities. This report reviews progress in combating hard-core cartels notably through strengthened sanctions against companies and individuals. It also quantifies the harm cartels cause and identifies improved methods of investigation. Despite recent progress in several jurisdictions, much remains to be done and this report outlines and identifies the challenges that lie ahead.

Hard-core cartels are the most egregious violations of competition law. What are the most appropriate tools to fight them? In this book, the OECD identifies an increasingly successful "carrot-and-stick" approach – applying stiffer punishment for cartel operators and enhancing programmes aimed at rewarding cartel members who decide to defect and co-operate with the authorities. This book contributes to the existing knowledge about the extent of cartels' overcharges and other harm to businesses and consumers worldwide, and sheds light on new and effective "leniency programmes", as well as on optimal sanctions in cartel cases.
