Depuis plusieurs décennies maintenant, la conjugaison des logiques de décentralisation et d’intégration communautaire remettent en cause la légitimité d’action du vieil État-nation européen. Les régions bénéficient-elles de cette nouvelle donne politique ? Assiste-ton à un renforcement de la capacité politique régionale ? A partir d’une étude comparative dans deux régions françaises, la Bretagne et le Centre, et deux régions espagnoles, la Galice et La Rioja, Romain Pasquier analyse la variabilité du potentiel mobilisateur des régions en Europe. Il met l’accent sur deux variables clés pour comprendre la structuration d’une capacité politique régionale : l’empreinte des modèles régionaux d’action collective et la prégnance des styles nationaux dans les politiques territoriales en France et en Espagne. A travers l’analyse de la capacité d’action des institutions régionales autour d’une série d’enjeux d’action publique, aussi bien au niveau local qu’au niveau national et européen, l’auteur arrive à la conclusion que certaines régions semblent posséder davantage de prédispositions que d’autres pour s’adapter à la nouvelle gouvernance européenne. Par delà les variations institutionnelles, les régions dans lesquelles se perpétuent ou se développent des formes d’identification collective et des pratiques politiques coopératives sont plus à même de se positionner dans les régulations politiques polycentriques qui s’organisent à l’échelle européenne.

Since the days of Montesquieu and Jefferson, political decentralization has been seen as a force for better government and economic performance. It is thought to bring government 'closer to the people', nurture civic virtue, protect liberty, exploit local information, stimulate policy innovation, and alleviate ethnic tensions. Inspired by such arguments, and generously funded by the major development agencies, countries across the globe have been racing to devolve power to local governments. This book re-examines the arguments that underlie the modern faith in decentralization. Using logical analysis and formal modeling, and appealing to numerous examples, it shows that most are based on vague intuitions or partial views that do not withstand scrutiny. A review of empirical studies of decentralization finds these as inconclusive and mutually contradictory as the theories they set out to test.

Partout en Europe, c’est dans le cadre des « pays » primitifs (comtés, duchés, principautés) que les noblesses ont affirmé leur vocation politique. L’absorption de ces « pays » dans des ensembles plus vastes n’a pas aboli les structures de représentation (assemblées d’états, diètes, cortès) dans lesquelles les corps nobiliaires se sont épanouis comme « représentants-nés » de territoires en voie de provincialisation. This handbook provides an authoritative study of European decentralisation, taking into account, from a territorial perspective, the different political and administrative traditions in Europe (Continental, Anglo-Saxon and Ex-communist States) and the cleavages North-South and East-West. While in recent decades most European countries have implemented devolution policies trying to tackle different political, social or bureaucratic problems, some others have instead regionalised their territory, applied federal or pseudo-federal reforms and strengthened the role of subnational governments. This volume analyses decentralisation in these countries using different variables including history, territorial organisation, civil service and financing, and reveals how this phenomenon leads to complex intergovernmental linkages. The evolution of territorial decentralisation, the political tensions between centre and periphery, the autonomy of the subnational governments and their functions and competences, the tools of co-ordination and co-operation, and the features and role of civil service are the main issues studied here with an interdisciplinary approach.

The Latin American subcontinent appears to have reinvented itself in the 21st century. Its economy has been transformed under liberalization and globalisation. Decentralization and the democratic transition have modified the political environment, while local development approaches are replacing the (grand) national-regional development schemes. The current local governance and local development debates refer to very different levels of scale: from small, rural communities to fairly extensive (even international) spaces. It is clear that the development process shows substantial differences between large and small cities, and between core regions and remote rural areas. Indeed, the heterogeneity of the process is strongly influenced by national, regional and local contexts. The empirical studies in this volume show the diversity and complexity of local governance and local development in Latin America, while avoiding stereotypes about the impact of public sector reform and administrative decentralization.
