Net nu inlichtingendiensten wereldwijd in de vuurlinie staan, doet een bekroonde onderzoeksjournalist een boekje open over de Staatsveiligheid. Belgiës meest geheime overheidsdienst heeft veel meer te verbergen dan we vermoeden. De Staatsveiligheid duldt geen pottenkijkers. Meer heeft Lars Bové niet nodig om een jaar lang op onderzoek te trekken doorheen de duistere wereld van spionnen en cyberterreur. Nooit eerder verscheen zo'n helder beeld van de overheidsdienst waarvan zelfs onze politici nauwelijks iets afweten. Bové ontrafelt de cultuur van geheimhouding en doet gaandeweg verbazende ontdekkingen. De Staatsveiligheid moet ons meer dan ooit beschermen tegen jihadisten en andere terreurdreigingen, maar vormt tegelijk een bedreiging voor zijn eigen burgers.

Après la vague de dictatures qui s’abat sur l’Amérique latine dans les années 1960-1970, les années 1980-1990 ont vu le reflux des régimes autoritaires avec les « transitions à la démocratie ». Mais, paradoxalement, les militaires sont restés des acteurs importants de la scène politique. D’abord, dans les pactes et les négociations avec leurs opposants: avec la fin de la guerre froide, et souvent face à des crises économiques et financières considérables, les militaires, las et/ou repus, remettent le pouvoir aux civils. Mais les passations de pouvoir, bien que s’effectuant par l’organisation d’élections libres, auront un prix souvent élevé: impunité pour les crimes de la dictature et intangibilité des rapports économiques et sociaux. Puis, plusieurs militaires vont arriver au pouvoir légalement, par les urnes: le plus surprenant étant sans doute l’ancien dictateur Hugo Banzer en Bolivie, suivi par le plus controversé, Hugo Châvez au Venezuela. Mais les forces armées peuvent également rester maître du jeu politique sans être en première ligne: ce fut le cas au Pérou avec le régime autoritaire civil de Fujimori ; c’est aussi vrai en Equateur mais sous une autre forme, plus complexe. Par ailleurs, les militaires se reconvertissent aujourd’hui dans l’économie avec les « complexes militaro-industriels » et dans les entreprises privées de sécurité. Ils se redéploient également vers les missions de police, de douane et de renseignement, sur le terrain de la lutte antiterroriste et contre le narcotrafic. Si, aujourd’hui, il n’y a ni espace ni projet de prise de pouvoir par les militaires, la question du rôle et de la place des forces armées dans les États se pose cependant avec acuité. Mais ces questions se posent comme en creux : à la fois présents et absents, les militaires restent comme une menace pour la société tant que celleci ne se sera pas emparé de la seule question qui vaille au fond : à quoi servent les militaires, sinon à faire la guerre ?

The promotion of security is no longer a state monopoly. It is dispersed and takes place through the practices of states, corporations, non-governmental actors and community-based organizations. But what do we know about the ways in which 'security' is thought about and promoted in this pluralized field of delivery? Are democratic values being advanced and protected, or threatened and compromised? Wood and Dupont bring together a team of renowned scholars to shed light on our understanding of the arrangements for contemporary security governance. Dit boek analyseert de door de Parlementaire onderzoekscommissie Terroristische aanslagen gedane vaststellingen en geformuleerde aanbevelingen met betrekking tot de Belgische veiligheidsarchitectuur.Deze door de Kamer van Volksvertegenwoordigers na de terroristische aanslagen van 22 maart 2016 ingestelde onderzoekscommissie diende niet alleen na te gaan of er sprake was van disfuncties bij politie, inlichtingendiensten en justitie, maar moest zich ook buigen over het crisisbeheer op de dag van de aanslagen. Ook het proces van radicalisering en de wijze waarop ons land de afgelopen jaren aandacht had besteed aan deze problematiek behoorde tot haar opdracht. Aangezien de aanbevelingen van deze onderzoekscommissie de blauwdruk vormen voor een grondige herijking van de Belgische veiligheidsarchitectuur, kan het belang ervan moeilijk worden overschat.Dirk Van Daele is gewoon hoogleraar aan het Instituut voor Strafrecht en het Leuvens Instituut voor Criminologie van de KU Leuven. Hij doceert onder meer Juridische en gedragswetenschappelijke aspecten van politie, Internationale en Europese criminele politiek en International police and judicial cooperation.Lore Mergaerts is wetenschappelijk medewerker aan het Leuvens Instituut voor Criminologie van de KU Leuven. Zij bereidt een proefschrift voor over de positie van kwetsbare verdachten in de strafprocedure.

Selling Earth observation satellites on their abilities to predict and limit adverse environmental change, politicians, business leaders, the media, and technology enthusiasts have spent sixty years arguing that space exploration can create a more peaceful, prosperous world. Capitalist states have also socialized the risk and privatized the profits of the commercial space industry by convincing taxpayers to fund surveillance technologies as necessary components of sovereignty, freedom, and democracy. Jocelyn Wills's Tug of War reminds us that colonizing the cosmos has not only accelerated the arms race but also encouraged government contractors to compete for the military and commercial spoils of surveillance. Although Canadians prefer to celebrate their role as purveyors of peaceful space applications, Canada has played a pivotal part in the expansion of neoliberal policies and surveillance networks that now encircle the globe, primarily as a political ally of the United States and component supplier for its military-industrial complex. Tracing the forty-five-year history of Canada's largest space company - MacDonald, Dettwiler and Associates (MDA) - through the lens of surveillance studies and a trove of oral history transcripts, government documents, trade journals, and other sources, Wills places capitalism's imperial ambitions squarely at the centre of Canada-US relations and the privatization of the Canadian political economy. Tug of War confronts the mythic lure of technological progress and the ways in which those who profess little interest in war rationalize their leap into military contracting by avoiding the moral and political implications of their work.
