Abstract

Après un volume consacré à Industrialisation et changement sociaux dans l’Orient arabe, Beyrouth, 1982, le Centre d’édutes et de recherches sur le Moyen-Orient contemporain présente une série d’études sur les migrations liées aux mouvements de main-d’œuvre provoqués à travers la péninsule arabique, dans le Golfe et au-delà par l’exploitation des hydrocarbures, la mobilisation de la rente pétrolière et les phénomènes d’industrialisation, d’urbanisation et de «tertiairisation» qui en découlent: Migrations et changement sociaux... Il s’agit ici encore d’éclairer quelques-uns des aspects de la mutation des sociétés de l’Orient arabe. Échanges entre régions peuplées mais disposant de peu de capitaux et régions manquant de travailleurs mais regorgeant souvent de moyens de paiement, échanges entre sociétés riches de leurs institutions de formation et sociétés en rupture de tradition: les migrants sont aussi bien ici des travailleurs peu qualifiés recrutés en Asie, ou dans les anciennes sociétés paysannes locales, que des ouvriers des villes récemment grossies dans la région ou des cadres et des ingénieurs souvent originaires eux-mêmes de l’Orient. Monographies de filières migratoires, analyses d’entreprises, présentation de cas nationaux, rappel d’ascensions sociales, discussions sur la nature des rapports entre capital et travail, interrogations sur les relations entre migrations et développement: ce livre apporte une contribution supplémentaire à la connaissance d’une partie du monde en pleine transformation et fournira des points de repère utiles dans le débat relatif à l’échange inégal et aux transferts ce technologie.

Abstract

Although reform movements have been prominent in varying degrees in most Middle Eastern countries for some time, the recent cascade of events has generated new pressures for democratization throughout the Arab World. Political Change in the Arab Gulf States explores the politics influencing the volatile situation in the region, as well as specific measures devised by regimes in power to adjust to the challenges of the current environment. The authors first focus on the politics of seven Gulf states: Bahrain, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, and the UAE. They then consider forces that are shaping current political attitudes and behavior across the region. The result is a careful assessment of the prospects for political reform in the Gulf—and an important corrective to a simplistic domino theory of democratization.

In this book, a team of international contributors examine the often-overlooked complex governance of this migration corridor. Going beyond state-centric analysis, the contributors present a multi-layered account of the 'migration governance complex.' They offer insights not only into the actors involved in the different components of migration governance, but also into the varying ways of interpreting and explaining the meaning and value of these interactions. Together, they enable readers to better understand migration in this important region, while also providing a model for analyzing global migration governance in practice in different parts of the world.

Un quart environ des populations rurales des pays du Sud sont confrontées aux problèmes de l’aridité. Au Moyen-Orient arabe, le contrôle de la dégradation des ressources dans les zones sèches constitue aujourd’hui un des enjeux majeurs pour l’avenir de ces régions. Au cours des quatre dernières décennies, les politiques agricoles ont été concentrées sur le développement de périmètres irrigués au détriment des steppes, régions traditionnellement dévolues à l’élevage et à la production fourragère. Le processus de marginalisation économique de ces régions s’est accompagné d’une marginalisation socio-politique des éleveurs et des agro-pasteurs. Agronomes, archéologues, économistes, ethnologues, géographes, historiens et politologues s’interrogent dans cet ouvrage sur les transformations écologiques des steppes, les stratégies d’adaptation de leurs habitants, les politiques de développement et les relations de pouvoir entre populations locales et décideurs. Quelle est la réalité des phénomènes de dégradation de la végétation et des sols ? Quelles en sont les conséquences à terme ?
