Abstract

Unexploded military ordnance and toxic chemicals, some dating back to the two World Wars, are a global concern, especially when former military bases are redeveloped for housing or other civilian uses. Internationally, there are the added challenges of cleanup of battlegrounds and minefields. Experts estimate that the United States alone could spend between 50-250 billion to clean up these sites, many of which are in areas of high population density, where the demand for land for development is high. This book is unique in providing detailed guidance for cleaning up military ordnance sites – listing explosives, chemical warfare materials and breakdown products which can contaminate soil and groundwater and the tests needed to detect them, as well as cleanup techniques. Also included are remote sensing techniques, geophysical techniques, safety issues, the particular challenges of chemical weapons, etc. The author illustrates these techniques with case studies, including former battlegrounds in Europe and Asia, storage and waste disposal sites in Russia and former Soviet territories, and an extended study of the remediation of the large and complex Spring Valley site in the District of Columbia.

Abstract

Access to reliable and affordable energy, water, and services is an important determinant of the prosperity of cities along with effective mission sustainment at military installations. The idea for this book was conceived at the NATO Advanced Research Workshop (ARW) in June 2012 in Hella, Iceland. The workshop was attended by 50 scientists, engineers, and policymakers representing 15 different nations and multiple fields of expertise, reflecting the global and interdisciplinary nature of climate change and sustainability research. The focus of the workshop was on ways in which military installations and small cities can integrate energy, water, and infrastructure sustainability strategies into city and installation management plans that account for climate change uncertainties. The organization of the book reflects major topic sessions and discussions during the workshop.  .

Abstract

In fiscal year 1994, approximately $2.4 billion was spent on cleanup (or remediation) activities through the Defense Environmental Restoration Account and the Base Realignment and Closure act; in fiscal year 1996, approximately $2.1 billion will be spent, slightly less than half of the total Department of Defense (DoD) environmental security budget. Efforts to increase the efficiency of remediation activities, either by reducing costs or accelerating the process through simplification and streamlining, could have a substantial effect on DoD's ability to meet its cleanup obligations within an increasingly constrained budget. By examining the remediation management programs of two large chemical companies, Olin Corporation and DuPont, the authors identified activities DoD could implement to improve its remediation of thousands of sites at active and closing installations and formerly used defense sites. The following were the core identified tasks: Distribute responsibilities between the central management group and decentralized execution teams, adopt a business process perspective, include more-focused use of performance measurement, proactively identify and manage potential liabilities, and improve stakeholder (regulator and community) interactions.
