How fluorescent orange symbolizes the uneven distribution of safety and risk in the neoliberal United States Safety Orange first emerged in the 1950s as a bureaucratic color standard in technical manuals and federal regulations in the United States. Today it is most visible in the contexts of terror, pandemic, and environmental alarm systems; traffic control; work safety; and mass incarceration. In recent decades, the color has become ubiquitous in American public life—a marker of the extreme poles of state oversight and abandonment, of capitalist excess and dereliction. Its unprecedented saturation encodes the tracking of those bodies, neighborhoods, and infrastructures judged as worthy of care—and those deemed dangerous and expendable. Here, Anna Watkins Fisher uses Safety Orange as an interpretive key for theorizing the uneven distribution of safety and care in twenty-first-century U.S. public life and for pondering what the color tells us about neoliberalism’s intensifying impact often hiding in plain sight in ordinary and commonplace phenomena. Pandemia es una palabra con origen profundo que en el tiempo se ha cargado con la historia de pueblos y naciones, alcanzando su plena expresión en nuestra sociedad globalizada. No solamente por las estadísticas que atraen la atención de todo el mundo y nos obligan a razonar de manera lógico-numérica, cuantitativa, olvidando que muchas veces los números son personas, y no rinden la justa cuenta de todos aquellos seres humanos que representan estas cifras. Una pandemia logra su máxima expresión al alcanzar el mayor número de personas, esto refleja en su etimología proveniente del griego pan (todo) y demos (pueblo) y desde sus orígenes ha significado principalmente una cosa, la “reunión del pueblo”. Dicha noción invita a reflexionar sobre el porqué de las medidas sanitarias, del aislamiento y confinamiento, y, más aún, nos recuerda la importancia de la unión como decisión ancestral al origen de nuestras sociedades, columna portante de la familia, fortaleza de cualquier sistema en desequilibrio. Reconociendo esto, se evidencia la capacidad de transformar juntos las debilidades en fortalezas, de saber demostrar nuestro mejor impulso a la solidaridad y colaboración cuando sentimos que nos necesitan, que permite terminar con alegría un capítulo con la seguridad de que el próximo será mucho mejor. Este espíritu es responsable de la iniciativa de quienes enfrentamos los desafíos del contexto desde la unión, con la aspiración de formar seres humanos en un espacio compartido de generación de conocimiento y conformación de valores humanos y sociales que llamamos Universidad.

Performing the jumbled city is a complex artefact beyond its own materiality. Linked to a dedicated website hosting additional audio-visual materials, the book acts as a connecting device allowing an exchange between texts, audio-visual materials, and original artworks, situating it in the emerging field of multi-modal ethnography. From this stance, and as an edited collection co-authored with urban indigenous artists and activists, it interrogates the ways in which knowledge is built and shared. The book is constructed as a particular kind of edited collection, shifting between different authorships. The resulting interaction between individual and collective essays draws together scholars' and activists' perspectives in a rich exchange between textual, visual and dramatic sections, for the book is organised around the original script of the site-specific performance Santiago Waria, and the related exhibition MapsUrbe.Making a claim for creation, rather than recuperation, the essays contained in the book put forward alternative imaginations that disrupt the social and material landscape of the (post)colonial city, defying the spatialities usually assigned to colonised bodies and subjects. As such, and actively engaging with current debates through collective writing by indigenous people raising questions in terms of decolonisation, the book stands as both an academic and a political project, interrogating the relationship between activism and academia, and issues of representation, authorship, and knowledge production.

Den er både en oppdatert lovkommentar som tar med hele grunnlovsrevisjonen i 2014, og en forklaring av Grunnloven slik den har vært, med dens bakgrunn, alle dens endringer og kontinuiteten fra 17. mai 1814 til utgangen av 2020. Alle gjeldende grunnlovsbestemmelser blir utførlig kommentert og tilsvarende for alle tidligere bestemmelser som nå er opphevet. Kommentarene er skrevet av i alt 49 spesialistforfattere, de fleste jurister og noen historikere. Grunnlovsparagrafene blir satt inn i ulike sammenhenger, både idehistoriske og politiske, med hverandre og med internasjonale forpliktelser, rettspraksis og lovgivning. Redaktørene har i tillegg skrevet innledning til verket. Boka er uunnværlig for alle som arbeider med statsrettslige spørsmål, både i Storting og styringsverk, i domstolene og på advokatkontorer, og for studenter så vel som for historisk og politisk interesserte. The characteristics and abilities of autonomous drones pose major challenges for liability law. Nowadays only personal injury and damage to property on the ground are covered by strict liability (Art. 64 para. 1 Swiss Aviation Act). Injured parties are in danger of being left without legal protection in the event of mid-air collisions, as claims for damages cannot be asserted on the basis of erroneous decisions by an algorithm, either through liability for wilful or negligent wrongdoing (Art. 41 para. 1 Swiss Code of Obligations) or product liability. The same applies to purely pecuniary loss. The question of liability for wilful or negligent wrongdoing arises only if duties of care were violated when using autonomous drones. Such duties of care may ensue from permit and operating regulations. Currently autonomous flights without the possibility of direct control and beyond a pilot’s field of vision are allowed only with special permits. As international efforts show, such barriers will come down in future. Appropriate licensing and operating regulations as described in this dissertation will therefore be required. At the same time it will be necessary to extend strict liability under aviation law for unmanned aircraft that are not steered by a pilot to damage in the event of mid-air collisions and to purely pecuniary damage. The specific legal formulations and their legislative implementation are proposed and discussed here for this purpose.

"Modern-day science is under great pressure. A potent mix of increasing expectations, limited resources, tensions between competition and cooperation, and the need for evidence-based funding is creating major change in how science is conducted and perceived. Amidst this ‘perfect storm’ is the allure of ‘research excellence’, a concept that drives decisions made by universities and funders, and defines scientists’ research strategies and career trajectories.But what is ‘excellent’ science? And how to recognise it? After decades of inquiry and debate there is still no satisfactory answer. Are we asking the wrong question? Is reality more complex, and ‘excellence in science’ more elusive, than many are willing to admit? And how should excellence be defined in different parts of the world, particularly in lower-income countries of the ‘Global South’ where science is expected to contribute to pressing development issues, despite often scarce resources? Many wonder whether the Global South is importing, with or without consenting, the flawed tools for research evaluation from North America and Europe that are not fit for purpose.This book takes a critical view of these issues, touching on conceptual issues and practical problems that inevitably emerge when ‘excellence’ is at the center of science systems. Emerging from the capacity-building work of the Science Granting Councils Initiative in sub-Saharan Africa, it speaks to scholars, as well as to managers and funders of research around the world. Confronting sticky problems and uncomfortable truths, the chapters contain insights and recommendations that point towards new solutions – both for the Global South and the Global North."
