Abstract

Sustainable development is a fundamental and overarching objective of the European Union, enshrined in the Treaty. The EU sustainable development strategy, launched by the European Council in Gothenburg in 2001 and renewed in June 2006, aims for the continuous improvement of quality of life for current and future generations. The Eurostat monitoring report, based on the EU set of sustainable development indicators, provides an objective, statistical picture of progress towards the goals and objectives of the EU sustainable development strategy. It is published every two years and is intended to contribute to the biennial review on the implementation of the strategy by the European Council. The statistics cover a wide range of issues related to sustainable development, and will contribute to raising awareness of the opportunities and challenges lying ahead. Quantitative rules applied consistently across indicators, and visualised through weather symbols, provide a relative assessment of whether Europe is moving in the right direction, and at a sufficient pace, given the objectives and targets defined in the strategy. Abstract

Même si elle n’a pas fait formellement l’objet d’une modernisation – au même titre que le droit anti-trust des articles 81 et 82 CE –, la matière des aides d’État a toutefois connu, au cours de ces dernières années, de nombreuses modifications législatives et a donné lieu à un contentieux abondant. Plus particulièrement, tant la Cour de justice et le Tribunal de première instance que la Commission ont eu à traiter de nouvelles questions de procédure mais aussi de fond. Le résultat est un ensemble de décisions et de textes relevant davantage d’une approche casuistique que d’une coordination rigoureuse, et dont le maniement peut s’avérer malaisé. C’est dans le contexte de ces réflexions que s’inscrit le présent ouvrage sur « Les aides d’État ». D’éminents spécialistes de cette matière, avocats et/ou académiques, y font le point, mettent en évidence les enjeux ainsi que les lacunes persistantes et, le cas échéant, proposent des pistes pour y remédier. Le lecteur y trouvera, sous une présentation systématique, des réflexions originales sur, d’une part, les critères qui définissent la notion d’aide d’État et, d’autre part, les aspects du régime des aides qui posent à l’heure actuelle le plus de difficultés aux praticiens : la compensation des obligations de service public, l’application des règlements d’exemption, l’identification du bénéficiaire de l’aide en cas de remboursement de celle-ci et le statut du plaignant.

Abstract

This succinct book provides a broad panorama of the key economic policy challenges facing the European Union today. The enlargement of the EU and its lacklustre performance over the last decade in terms of employment and productivity growth have prompted wide-ranging calls for economic reform, both at the EU level and within member states. Abstract

Nowadays most consumers are aware of the European dimensions of their electricity supply. But what ideas lie behind this European network? In constructing electricity networks, Europe performed a Janus-faced function. On the one hand, a European network would bolster economic growth and peace. On the other, economic growth through electrification would increase military potential. By combining a wide array of rarely used sources, this book unravels how engineers, industrialists, and policymakers used ideas of Europe to gain support for building a European system. By focusing on transnational and European actors, this book is a valuable addition to existing national histories of electrification. It is an original contribution to the history of technology, while also making the role of technology visible in more mainstream European history. The empirical chapters show how ideas of European cooperation in general became intertwined with network planning during the Interwar period, although the Depression and WWII prevented a European electricity network from being constructed. The subsequent chapters describe the influence of the Marshall Plan on European network-building, focusing on both its economic and military aspects. The last chapter portrays how the Iron Curtain was contested. The troubled expansion of networks and capacity in Western Europe provided an underpinning for political rapprochement with the East in the 1970s and 1980s. Political and economic turmoil after 1989 accelerated this process, leading to an interconnected European system by 1995.

Abstract

More than a century ago Louis Pasteur observed that “Science knows no country, because knowledge belongs to humanity, and is the torch which illuminates the world”. His remark has all the more resonance today with the increasing globa- sation of science, technology, and commerce. But it also underlines an important truth: that science has always advanced most rapidly when it is a collective endeavour, with a strong circulation of knowledge. When it comes to forging cooperation in research, Europe has an impressive track record. This year, the European Union’s Framework Programme for Research and Technological Development celebrates its 20th birthday. It is the world’s largest programme in support of transnational research, promoting cooperation, coor- nation, and mobility across borders. The year 2007 will see the launch of the 7th Framework Programme, the biggest and most ambitious so far. This book will show how the new Framework Programme was put together and explain why it took the shape it did. It will also set out its potential impacts and the conditions necessary for it to be a success. In the challenging new global economy, knowledge is Europe’s most valuable resource, and I am convinced that, with its unprecedented scale and scope, the 7th Framework Programme is the right strategy for a Europe that wants to progress towards a knowledge-based economy. However, the Framework Programme is only a very modest part of total public R&D spending in Europe, the bulk of which is carried out by national governments.
