In 2004, Dutch filmmaker Theo van Gogh was brutally murdered on a busy Amsterdam street. His killer was Mohammed Bouyeri, a twenty-six-year-old Dutch Moroccan offended by van Gogh's controversial film about Muslim suppression of women. The Dutch government had funded separate schools, housing projects, broadcast media, and community organizations for Muslim immigrants, all under the umbrella of multiculturalism. But the reality of terrorism and radicalization of Muslim immigrants has shattered that dream. In this arresting book, Paul Sniderman and Louk Hagendoorn demonstrate that there are deep conflicts of values in the Netherlands. In the eyes of the Dutch, for example, Muslims oppress women, treating them as inferior to men. In the eyes of Muslim immigrants, Western Europeans deny women the respect they deserve. Western Europe has become a cultural conflict zone. Two ways of life are colliding. Sniderman and Hagendoorn show how identity politics contributed to this crisis. The very policies meant to persuade majority and minority that they are part of the same society strengthened their view that they belong to different societies. At the deepest level, the authors' findings suggest, the issue that government and citizens need to be concerned about is not a conflict of values but a clash of fundamental loyalties.

Violent incidents that took place in 2004 and 2005 in the Netherlands and the UK respectively prompted people to claim that multiculturalism had failed. This claim requires an assessment of the effect of the policies that were drafted based on this political philosophy. In this study, the author analyses two sets of policies developed from multiculturalism: policies of anti-discrimination of minorities and their labour market participation. The effect of these policies is assessed by studying the policy objectives and their results. Based on this review, the author concludes that while there is still much to achieve in the fields of anti-discrimination and labour market participation, multiculturalism did not fail in the UK. On the contrary, it created a positive public perception of diversity and a high participation of minorities in the labour market. This contrasts with results achieved in the Netherlands where policies have fluctuated in such a way that the public attitude towards diversity is ambivalent and the participation of minorities in the labour market is much lower than that of their native counterpart.

Political commentator and public policy analyst Gilles Paquet examines the benefits and drawbacks of Canada's multiculturalism policy. He rejects the current policy which perpetuates difference and articulates a model for Canadian transculturalism, a more fluid understanding of multiculturalism based on the philosophy of cosmopolitanism which would strengthen moral contracts and encourage the social engagement of all Canadians.
