La démocratie belge est à la croisée des chemins : un nombre toujours croissant d’abstentions lors des élections, une montée aussi spectaculaire qu’inquiétante des partis extrémistes, une incapacité chronique à composer un gouvernement stable dans un délai raisonnable et une impuissance des gouvernants à prendre des décisions à long terme qui entraîne un déficit de confiance dans le chef d’une grande partie de la population. Sans doute est-il plus que temps de repenser un système institutionnel qui, à beaucoup d’égards, date du XIXe siècle. L’ouvrage propose dix réformes de fond touchant tout à la fois, le système électoral (visant à transformer une représentation proportionnelle en un système mixte qui serait à la fois efficace et protecteur des minorités, à rendre réellement effectif le vote obligatoire et à assurer un vrai contrôle juridictionnel sur la régularité des élections), l’État particratique (visant à reconnaître les partis politiques dans la Constitution, à leur accorder des privilèges, mais également à les soumettre à des obligations et des contrôles externes, et à interdire ceux d’entre eux qui poursuivent des finalités liberticides) et le régime représentatif (osant la voie du tirage au sort parmi les citoyens pour composer des deuxièmes assemblées à tous les niveaux de pouvoir). Il y a urgence à ce sujet.

Een theorie van rechtvaardigheid van John Rawls is misschien wel het meest invloedrijke werk op het gebied van moraalfilosofie en politieke filosofie uit de twintigste eeuw. In the middle of the twentieth century, members of the early Frankfurt School prolifically studied and theorized fascism and anti-Semitism in Germany and the United States. In Rancière's Sentiments Davide Panagia explores Jacques Rancière's aesthetics of politics as it informs his radical democratic theory of participation.
