This book examines the failure of economic reform in Russia since 1991, when Boris Yeltsin proclaimed his commitment to economic stabilization, privatization, and price liberalization. Optimism over Russia#65533;#65533;s market reforms vanished with the crash of August 1998, when the ruble lost over 70 percent of its value and banks defaulted on their debts and forward currency contracts. Contrary to Yeltsin#65533;#65533;s reform promises, the Russian economy of the 1990s more closely resembled a Soviet model than a market-driven one. The Logic of Economic Reform in Russia illuminates the general problems of establishing market economies in settings where the institutional system to support the market has not had decades to develop. Suggesting that corruption may be associated with growth in the early stages of capitalism, Jerry F. Hough argues that the disappointing results of Yeltsin#65533;#65533;s reform efforts were not the product of Russian culture or history, but the logical consequences of rational men responding to the incentive system created by economic reform.

Clifford Gaddy's and Barry Ickes' paradigm of the "virtual economy" has fundamentally changed the way people think about Russia's economy. Circulated at the highest levels of the Russian and U.S. governments and reported in leading publications worldwide, their thesis--that Russia's economy is based on illusion or pretense about nearly every important economic yardstick, including prices, sales, wages and budgets--has forced broad recognition of the inadequacies of the intended market reform policies in Russia. More important, their work has provided a coherent framework for understanding how and why so much of Russia's economy has resisted reform. Gaddy and Ickes now use the virtual economy concept to project the near- and middle-term future of the Russian economy and suggest possible policy responses. Drawing on new empirical material from published and unpublished sources and from their own extensive field work in Russia, the authors examine critical aspects of the virtual economy: manufacturing enterprises, households and the public sectors, both local and federal. For the first time, they will also integrate the financial and agricultural sectors into their model. Gaddy's and Ickes' book can be expected to be a seminal work for understanding the inner workings of the Russian economy. Clifford G. Gaddy is a fellow in Foreign Policy Studies at the Brookings Institution and a member of Brookings' Center on Social and Economic Dynamics. He is the author of The Price of the Past: Russia's Struggle with the Legacy of a Militarized Economy (Brookings, 1996) and coauthor of Open for Business: Russia's Return to the Global Economy(Brookings, 1992). Barry W. Ickes is associate professor of economics at Pennsylvania State University and director of research at the New Economic School, Moscow.

The Russia-Europe relationship is deteriorating, signaling the darkest era yet in security on the continent since the end of the Cold War. In addition, the growing influence of the Trump administration has destabilized the transatlantic security community, compelling Europe—especially the European Union—to rethink its relations with Russia.The volume editors’ primary goal is to illuminate the nature of the deteriorating security relationship between Europe and Russia, and the key implications for its future. While the book is timely, the editors and contributors also draw out long-term lessons from this era of diplomatic degeneration to show how increasing cooperation between two regions can devolve into rapidly escalating conflict. While it is possible that the relationship between Russia and Europe can ultimately be restored, it is also necessary to understand why it was undermined in the first place. The fact that these transformations occur under the backdrop of an uncertain transatlantic relationship makes this investigation all the more pressing.Each chapter in this volume addresses three dimensions of the problem: first, how and why the power status quo that had existed since the end of the Cold War has changed in recent years, as evidenced by Russia’s newly aggressive posturing; second, the extent to which the EU’s power has been enabled or constrained in light of Russia’s actions; and third, the risks entailed in Europe’s reactive power—that is, the tendency to act after-the-fact instead of proactively toward Russia—in light of the transatlantic divide under Trump.
