The Legislative Studies Quarterly is an international journal devoted to the publication of research on representative assemblies. Its purpose is to disseminate scholarly work on parliaments and legislatures, their relations to other political institutions, their functions in the political system, and the activities of their members both within the institution and outside. Contributions are invited from scholars in all countries. The pages of the Quarterly are open to all research approaches consistent with the normal canons of scholarship, and to work on representative assemblies in all settings and all time periods. The aim of the journal is to contribute to the formulation and verification of general theories about legislative systems, processes, and behavior. The editors encourage contributors to emphasize the cross-national implications of their findings, even if these findings are based on research within a single country. The Legislative Studies Quarterly is the official journal of the Legislative Studies Section of the American Political Science Association.

The historic European Union Directive on Data Protection will take effect in October 1998. A key provision will prohibit transfer of personal information from Europe to other countries if they lack "adequate" protection of privacy. If enforced as written, the Directive could create enormous obstacles to commerce between Europe and other countries, such as the United States, that do not have comprehensive privacy statutes. In this book, Peter Swire and Robert Litan provide the first detailed analysis of the sector-by-sector effects of the Directive. They examine such topics as the text of the Directive, the tension between privacy laws and modern information technologies, issues affecting a wide range of businesses and other organizations, effects on the financial services sector, and effects on other prominent sectors with large transborder data flows. In light of the many and significant effects of the Directive as written, the book concludes with detailed policy recommendations on how to avoid a coming trade war with Europe. The book will be of interest to the wide range of individuals and organizations affected by the important new European privacy laws. More generally, the privacy clash discussed in the book will prove a major precedent for how electronic commerce and world data flows will be governed in the Internet Age.

Nu er in de maatschappij meer en meer ongenoegen is gegroeid over de werking van het politieke systeem, is het des te belangrijker te weten wie die mannen en vrouwen zijn die ons op de politieke scène vertegenwoordigen. Het is immers eigen aan een democratie dat het volk zelf zijn vertegenwoordigers kiest. De laatste decennia is dit verkiezingsproces steeds ingewikkelder geworden en dit heeft zich onder meer vertaald in een professionalisering van de gekozenen.Zowel op het lokale, het provinciale, het regionale, het federale en het Europese niveau gebeurt die verkiezing in twee fases. Eerst schudt de kiezer de kaarten. Daarna bepalen de politieke partijen wie deel uitmaakt van de uitvoerende macht: wie burgemeester en schepenen wordt naast de gemeenteraad, gouverneur en gedeputeerden naast de provincieraad, ministers en staatssecretarissen in de regionale en federale regeringen. En als je als Belg in het Europees Parlement wil zetelen, moet je geluk hebben. De zitjes zijn er schaars.Dit boek maakt een doorlichting van onze volksvertegenwoordigers en uitvoerende mandatarissen. Het geeft antwoord op een aantal prangende vragen. Welk profiel hebben de Vlaamse burgemeesters en de provincieraadsleden? Hoeveel vrouwen zetelen er in de diverse raden? Aan welke criteria moet je beantwoorden om provinciegouverneur te worden? Is het nog steeds zo dat onze vertegenwoordigers op federaal niveau eerst getraind en gesocialiseerd worden op het lokale niveau, of is dat nu van geen tel meer? En wat te denken van het Europese Parlement? Is het nog steeds het 'kerkhof van de oude krokodillen' waarvoor het vroeger versleten werd? Of is een Europees mandaat nu net een springplank voor een carrière in de Belgische politiek? En in hoeverre bepalen de media mee wie er verkozen wordt?Voor het eerst brengt een aantal toponderzoekers van Vlaamse en Franstalige universiteiten systematisch de Belgische politieke elite in kaart. Hun sociografie onderzoekt de fel becommentarieerde tendenzen naar mobiliteit, verjonging, vervrouwelijking en professionalisering van de verkozenen op de verschillende bestuurniveaus. De vraag naar het al dan niet gesloten karakter van de Belgische politieke elite wordt op genuanceerde wijze beantwoord: achter de ogenschijnlijk toegankelijkheid schuilt toch een aantal belemmeringen, bijvoorbeeld in de vorm van quota of interne partijbewaking. Deze voortreffelijke studie combineert vlot analyse en synthese. Tabellen en schema's verduidelijken de tekst. De auteurs blijven behoedzaam in hun commentaar en wagen zich niet aan grote theorieën. Het is aan anderen om uit deze onschatbare gegevensbank conclusies te trekken en de openheid van het politiek systeem te beschermen. Minpuntjes aan de publicatie zijn het ontbreken van een personenregister, gebrek aan internationale vergelijkingen en - vooral - het volkomen negeren van de Brusselse situatie

Despite recent corporate scandals, the United States is among the world's least corrupt nations. But in the nineteenth century, the degree of fraud and corruption in America approached that of today's most corrupt developing nations, as municipal governments and robber barons alike found new ways to steal from taxpayers and swindle investors. In Corruption and Reform, contributors explore this shadowy period of United States history in search of better methods to fight corruption worldwide today. Contributors to this volume address the measurement and consequences of fraud and corruption and the forces that ultimately led to their decline within the United States. They show that various approaches to reducing corruption have met with success, such as deregulation, particularly "free banking," in the 1830's. In the 1930's, corruption was kept in check when new federal bureaucracies replaced local administrations in doling out relief. Another deterrent to corruption was the independent press, which kept a watchful eye over government and business. These and other facets of American history analyzed in this volume make it indispensable as background for anyone interested in corruption today.

In some countries, corrupt politicians appear to choose investment projects based on the opportunity for bribes and kickbacks these projectspresent. This paper contends that such corruption increases the numberof capital projects undertaken and trends to enlarge their size andcomplexity. The result is that, paradoxically, some public investmentcan end up reducing a country's growth.
