This collection of works by prominent Latin Americanists explores the social and political dynamics of this important region in transition to a post-neoliberal era. The first part deals with the intensifying regional crisis created by neoliberal policies, showing how regime stability has been broadly undermined, with specific attention given to the cases of Panama and Argentina. In the second part, a sympathetic yet critical evaluation is offered on the diverse development strategies that have been pursued by four leftist governments in power, namely, Cuba, Brazil, Venezuela and Uruguay. In the final section, various aspects of the constraints facing the region are discussed and consideration is extended to some of the emerging social movements that seek to radically transform Latin America.

Latin America suffered a profound state crisis in the 1980's, which prompted not only the wave of macroeconomic and deregulation reforms known as the Washington Consensus, but also a wide variety of institutional or ""second generation"" reforms. The State of State Reform in Latin America reviews and assesses the outcomes of these less studied institutional reforms. This book examines four major areas of institutional reform: a) political institutions and the state organization; b) fiscal institutions, such as budget, tax and decentralization institutions; c) public institutions in charge of...

Over the last twenty years Latin America has seen a definitive movement toward civilian rule. Significant trade, fiscal, and monetary reforms have accompanied this shift, exposing previously state-led economies to the forces of the market. Despite persistent economic and political hardships, the combination of civilian regimes and market-based strategies has proved to be remarkably resilient and still dominates the region. This book focuses on the effects of market reforms on domestic politics in Latin America. While considering civilian rule as a constant, the book examines and compares domes

Many countries in Latin America and the Caribbean have achieved considerable economic growth, yet the region still faces many seemingly intractable problems. The conventional wisdom in development agencies - that prioritization is impossible and that everything must be done - is simply not effective. Latin American Development Priorities shows how limited resources could be used for the greatest benefit of the Latin American and Caribbean region. A panel of economists met over three days in San José to review proposals to tackle the ten most important challenges, which emerged from a survey by the Inter-American Development Bank. The expert panel was asked a question which appears simple but is actually very difficult to answer: What should Latin American governments do with an additional nominal 10 billion? Hard choices are needed if Latin America's problems are to be tackled effectively. This book provides the means to make those choices as objectively as possible.

Despite geographical closeness and many shared economic interests, the United States and Mexico remain wary of one another. Policies designed to curtail the number of Mexican immigrants entering into the United States, a 700-mile-long border fence between the two countries, an increasing illegal drug trade, and continually troubled trucking legislation have somewhat eclipsed the North American Free Trade Agreement's (NAFTA's) cooperative scope. Additionally, the current international economic crisis has put any positive renegotiations between the United States and Mexico on hold. However, to ensure that the economic and political relationship between the two countries is as mutually beneficial as it is sustainable, it is critical that Mexico and the United States reiterate their commitment to their important relationship. This book focuses on how the alliance between the United States and Mexico can be made stronger, combining approaches from economics, demography, and sociology, discussions with U.S. and Mexican policymakers, reviews of published work, and results from opinion surveys. Whether relations between the two countries improve or deteriorate depends on the policies adopted by the current U.S. and Mexican administrations. New leaders in both countries are in a position to tackle common interests and take advantage of new opportunities without the baggage of past missteps and suspicions.--Publisher description.

This dissertation argues that Amazonian indigenous peoples organized via transnational networks due to the domestic blockages presented to them in their respective countires. Due to these blockages and the growing number of transnational political opportunity structures, such as national and international non-govermental organizations, multi-lateral development banks, and multinational corporation, indigenous peoples mobilized through transnational advocacy networks and eventually formed transnational social movement organizations. Through a comparative-historical analysis of five Ecuadorian A

Because their economies were regulated, their financial systems 'repressed' and their states interventionist, for many years the countries of East Asia challenged the Washington consensus, offering an alternative development paradigm. However, in the 1990's, Asian capitalism was disrupted following Japan's stagnation and the financial crisis of 1997-98.Treading the unexplored theoretical terrain created by the simultaneous decline of the Washington Consensus and Asian developmentalism, this revealing book analyzes the comparative political economy of East Asia and Latin Americ
