Why do some ethnic parties succeed in attracting the support of their target ethnic group while others fail? In a world in which ethnic parties flourish in both established and emerging democracies alike, understanding the conditions under which such parties rise and fall is of critical importance to both political scientists and policy makers. Drawing on a study of variation in the performance of ethnic parties in India, this book builds a theory of ethnic party performance in 'patronage democracies'. Chandra shows why individual voters and political entrepreneurs in such democracies condition their strategies not on party ideologies or policy platforms, but on a headcount of co-ethnics and others across party personnel and among the electorate.

Dynamiser la recherche en droit administratif de manière à constituer à terme une bibliothèque de référence par et pour tous les acteurs de la discipline (juges, fonctionnaires, mandataires, universitaires et, pourquoi pas, administrés). Donner des perspectives de publications aux administrativistes, de façon à mieux exploiter tous types de travaux. Tels sont les deux objectifs principaux de la nouvelle collection en vue d'une meilleure qualité de la vie administrative au quotidien. Et parce que la recherche en droit administratif est par nature diverse, la bibliothèque propose différents types de publications qui vont de la thèse de doctorat à la "simple" brochure, en passant par l'ouvrage plus classique, les actes de colloques ou les publications communes avec l'"Administratieve Rechtsbibliotheek" côté néerlandophone. Les publications scientifiques sur la réforme de Copernic sont peu nombreuses, quoique la Fonction Publique fédérale subisse en ce moment une réforme fort radicale. Les modifications sont tellement nombreuses qu'un aperçu s'impose. Voilà pourquoi les départements de droit public de l'U.C.L. et de la V.U.B., sous la direction des professeurs R. Andersen (U.C.L.) et K. Leus (V.U.B.), ont décidé d'organiser un colloque sur ce sujet.
