Abstract

Since Aristotle, many different theories of distributive justice have been proposed, by philosophers as well as social scientists. The typical approach within social choice theory is to assess these theories in an axiomatic way - most of the time the reader is confronted with abstract reasoning and logical deductions. This book shows that empirical insights are necessary if one wants to apply any theory of justice in the real world. It does so by confronting the main theories of distributive justice with data from (mostly) questionnaire experiments. The book starts with an extensive discussion on why empirical social choice makes sense and how it should be done. It then presents various experimental results relating to theories of distributive justice, including the Rawlsian equity axiom, Harsanyi's version of utilitarianism, utilitarianism with a floor, responsibility-sensitive egalitarianism, the claims problem and fairness in health.

Abstract

The governance of natural resources used by many individuals in common is an issue of increasing concern to policy analysts. Both state control and privatization of resources have been advocated, but neither the state nor the market have been uniformly successful in solving common pool resource problems. After critiquing the foundations of policy analysis as applied to natural resources, Elinor Ostrom here provides a unique body of empirical data to explore conditions under which common pool resource problems have been satisfactorily or unsatisfactorily solved. Dr. Ostrom first describes three models most frequently used as the foundation for recommending state or market solutions. She then outlines theoretical and empirical alternatives to these models in order to illustrate the diversity of possible solutions. In the following chapters she uses institutional analysis to examine different ways--both successful and unsuccessful--of governing the commons. In contrast to the proposition of the tragedy of the commons argument, common pool problems sometimes are solved by voluntary organizations rather than by a coercive state. Among the cases considered are communal tenure in meadows and forests, irrigation communities and other water rights, and fisheries.

La question de la gouvernance des ressources naturelles utilisées conjointement par de nombreux individus revêt une importance croissante pour les analystes politiques. Tant la nationalisation que la privatisation ont été mises en avant mais ni l'État ni le marché n'ont été uniformément en mesure de résoudre les problèmes liés aux ressources communes. Remettant en question les fondements de l'analyse politique telle qu'appliquée aux ressources naturelles, Elinor Ostrom fournit dans cet ouvrage un ensemble unique de données empiriques afin d'étudier les conditions dans lesquelles des problèmes de ressources communes ont été résolus, de manière satisfaisante ou non. L'auteur décrit d'abord les trois modèles les plus fréquemment utilisés en tant que fondements pour préconiser des solutions se basant sur l'État ou le marché. Elle passe ensuite en revue les alternatives théoriques et empiriques à ces modèles afin d'illustrer la diversité des solutions possibles. Dans les chapitres suivants, elle fait appel à l'analyse institutionnelle en vue d'examiner diverses stratégies - fructueuses ou infructueuses - de gouvernance des biens communs. Contrairement à ce qu'affirme l'argument de la « tragédie des biens communs », les problèmes de ressources communes peuvent être résolus par des organisations volontaires plus efficacement que par un État coercitif.
