The move from playwright to cinema screen-writer and director is a rare accomplishment. Le projet d'aménagement du quartier des Halles a constitué une heureuse surprise pour nombre d'architectes, d'urbanistes et plus généralement d'amoureux de Paris. Face à des bâtiments prématurément dégradés et des lieux qui n'ont jamais suscité l'enthousiasme, la municipalité a décidé de ne pas se contenter d'une simple et peu durable remise en état. Elle a lancé sous la forme de marchés de définition une réflexion sur un réaménagement ambitieux de ce "centre des centres". Après un appel d'offres ouvert, quatre équipes pluridisciplinaires ont été sélectionnées. Elles ont travaillé en phase ouverte de juillet à décembre 2003 puis dans le secret de leurs agences et bureaux pour remettre, en mars 2004, quatre projets dont la richesse, la qualité et l'inventivité ont impressionné. La complexité des enjeux et le temps qui leur était imparti ne rendaient pas leur travail facile. Le "millefeuille" ou I' "iceberg" des Halles est en effet un condensé de problèmes urbains, techniques, architecturaux, financiers et patrimoniaux délicats. Dans un même volume, cohabitent des réseaux de transport public, des voiries, des commerces, des équipements enchevêtrés. A la surface, jardins et bâtiments se juxtaposent. Des foules les fréquentent intensément. Mandatée par la Ville, une société d'économie mixte, la Sem Paris-Centre a organisé un travail partenarial avec la Région Ile de France, la Ratp et la société Espace Expansion, gestionnaire du Forum commercial. Une vaste concertation, appuyée sur plusieurs expositions et réunions publiques, a rencontré un écho certain. Le débat architectural à Paris - et plus largement en France-il est vrai un peu terne depuis quelques années, a retrouvé des couleurs et de la vivacité. Cet ouvrage permettra à chacun d'alimenter sa réflexion et de construire son opinion. Les quatre projets présentés, même s'ils se retrouvent parfois sur certains sujets comme le traitement de la voirie souterraine, sont d'inspiration et de rendu très différents. On y retrouve le style et la réflexion de leurs auteurs, leurs approches personnelles de la relation au contexte urbain, du statut de la nature en ville, du rapport entre espace public et espace privé. Un travail considérable a été fourni qui fera peut-être l'objet de nombreuses analyses dans le futur et qui ouvrira des pistes pour des réflexions sur d'autres sujets urbains. Les pavillons de Baltard avaient servi de modèles à de nombreux bâtiments en France et à l'étranger. De même, et avec moins de succès, l'actuel Forum des Halles a inspiré les choix de certaines municipalités françaises dans les années 1980. L'opération d'aménagement actuelle, si elle réussit, pourrait servir de référence ailleurs qu'à Paris. Ce n'est pas sa moindre importance et c'est aussi l'intérêt d'un ouvrage destiné à la faire mieux connaître.
