Il n'y a pas plus difficile à penser que la chose politique. Son évidence nous trompe. Quelle est sa place au juste dans le fonctionnement de nos sociétés ? Nous vivons à cet égard sur une illusion que la prophétie marxiste du dépérissement de l'Etat n'a fait que porter à ses dernières conséquences. La société est destinée à se suffire à elle-même en se débarrassant du carcan du politique. Le marxisme est mort en tant que théorie révolutionnaire, mais sa prophétie est en train de gagner dans les esprits. Ne nous répète-t-on pas tous les jours qu'à l'heure de la mondialisation et de l'économie sans rivages les Etats-nations ont fait leur temps et sont voués, sinon à la disparition, du moins à la marginalisation ? La post-modernité se veut post-politique. A l'opposé de ce nouveau sens commun, ce livre plaide l'idée que le politique continue d'être ce qu'il a toujours été : ce qui tient les sociétés ensemble. Il l'a été, simplement, selon des manières et par des voies très différentes. Ce sont ces configurations fondamentales qu'explorent les études réunies ici, du refoulement initial du politique par le religieux jusqu'à ses transformations modernes et ultramodernes sous l'effet de l'orientation vers l'avenir et de la dynamique de la société et de l'histoire. La mesure de cette diversité permet de mieux apprécier le rôle caché qu'il remplit aujourd'hui. L'éclipse du politique est au cœur de la désorientation actuelle des démocraties. Elles n'en sortiront pas sans se délivrer de la chimère de son dépassement. Ce dont nous avons le plus besoin pour nous orienter au milieu de ce désarroi, c'est une intelligence renouvelée de notre condition politique.

Le cours prononcé par Michel Foucault au Collège de France de janvier à avril 1978, Sécurité, Territoire, Population, marque un tournant dans le développement de sa recherche. Partant du problème du bio-pouvoir, introduit à la fin du cours de 1976, « Il faut défendre la société», il se propose d’étudier la mise en place, au XVIIIe siècle, de cette nouvelle technologie de pouvoir, distincte des mécanismes disciplinaires, qui a pour objet la population et entreprend de la gérer à partir de la connaissance de ses régularités spécifiques. Technologie de sécurité indissociable – telle est la thèse originale que formule ce cours – du libéralisme comme rationalité gouvernementale fondée sur le principe du « laisser faire ».Cette analyse fait apparaître l’importance de la notion de « gouvernement ». C’est pourquoi Michel Foucault choisit, dès la quatrième leçon, de resituer sa problématique dans le cadre d’une histoire de la « gouvernementalité ». Coup de théâtre théorique, par lequel il déplace soudain l’horizon du cours : non plus l’histoire des dispositifs de sécurité, qui passe provisoirement au second plan, mais la généalogie de l’État moderne, à travers les procédures mises en œuvre, en Occident, pour assurer le « gouvernement des hommes ».Deux moments essentiels sont alors étudiés : l’invention tout d’abord, par le christianisme, d’un nouveau type de pouvoir, étranger à la tradition gréco-romaine, prenant en charge les hommes pour les conduire individuellement vers leur salut ; la formation, ensuite, d’une « gouvernementalité » politique, aux XVIe-XVIIe siècles, qui inscrit la conduite des individus dans l’exercice du pouvoir souverain. Du pastorat chrétien au gouvernement selon la raison d’État, c’est ainsi la double face, individualisante et totalisante, de la rationalité politique dont procède l’État moderne qui se trouve dévoilée. Il devient possible, à partir de là – ce sera l’objet du cours suivant, Naissance de la biopolitique–, d’analyser le statut de la liberté au sein de la gouvernementalité libérale née au XVIIIe siècle.

La Guerre de Sécession aux États-Unis se nourrit d'un conflit idéologique cristallisé autour de quelques personnages clés. L'Histoire retient que le Nord eut Abraham Lincoln, elle oublie trop souvent que le Sud eut John Calhoun. Aristocrate philosophe, penseur engagé, politicien hors pair et défenseur acharné de la cause sudiste, Calhoun mourut quelques années avant le déclenchement d'un conflit qu'il jugeait inéluctable et dont il avait prédit l'implacable barbarie. Le présent volume présente une traduction inédite du traité fondamental de John Calhoun, la Disquisition on the Government. Il propose également, à travers l'étude minutieuse du modèle républicain imaginé par Calhoun, de saisir dans leur complexité les structures d'une société sudiste fondée sur l'exploitation d'une race par une autre.
