La desintegración de la Unión Soviética y de su imperio socialista es, sin duda, el acontecimiento internacional más importante del siglo XX. El significado y los efectos de este fenómeno requieren ser estudiados de manera rigurosa y desapasionada, con el fin de entender cabalmente qué provocó dicha transformación y cuáles pueden ser sus repercusiones para el resto de los países. Los países exsocialistas son hoy objeto de múltiples análisis que permiten a los cieníficos sociales profundizar en las causas del derrumbe del "socialismo real" y también en los efectos que esto tendrá para la comunidad internacional. Estos estudios cobran aún más relevancia si consideramos que esta reconstrucción de estas sociedades ocurre en momentos en que los mercados se regionalizan y la economía mundial presenta una tendencia hacia la globalización. La creciente necesidad que tienen actualmente los países del orbe de integrarse en bloques económicos, y poder así aprovechar sus ventajas comparativas, representa una oportunidad para que los países exsocialistas se aproximen a las economías de mercado, de las cuales estuvieron separadas durante mucho tiempo. En este libro, Miguel García Reyes realiza un análisis paralelo a los procesos políticos y económicos que acabaron con la URSS y que dieron lugar al surgimiento de la CEI y de los posteriores esfuerzos para avanzar en la consolidación de los cambios. El resultado alcanzado es de interés tanto para los legos como para los doctrinarios.

In Restructuring the Soviet Economic Bureaucracy, Paul R. Gregory takes an inside look at how the system worked and why it has traditionally been so resistant to change. Gregory's findings shed light on a bureaucracy that was widely considered the greatest threat to Gorbachev's efforts at perestroika, or restructuring. Restructuring the Soviet Economic Bureaucracy is based on Soviet and Western published accounts as well as interviews with former members of the Soviet economic bureaucracy, mainly from the middle elite. These informants, with their expert knowledge of the system, tell how bureaucrats big and small made the routine and extraordinary decisions that determined Soviet resource allocation. The often-criticized irrationalities of the Soviet bureaucracy are revealed to contain their own internal logic and consistency.

Die sowjetische Führung war sich 1975 nach der Unterzeichnung der KSZE-Schlussakte ihres Erfolges sicher und feierte vor allem die Vereinbarungen über vertrauensbildende Maßnahmen. Dass der Kreml die Sprengkraft der Schlussakte in puncto Bürger- und Menschenrechte unterschätzt hatte und langfristig in einen beständig wachsenden Zugzwang der Demokratisierung geriet, zeigt Yuliya von Saals Studie. Eine besonders starke Wirkung entfalteten die Interdependenzen zwischen der sowjetischen KSZE-Politik und der Innenpolitik der UdSSR in der Perestroika-Ära unter Michail Gorbacev. Der KSZE-Prozess ermunterte die zentrifugalen Kräfte in der multiethnischen Sowjetunion, erweiterte den innersowjetischen Diskurs um das Thema "Menschenrechte" mit erodierenden Folgen für die Staatsideologie und stimulierte die gesellschaftliche Kritik am System. Insbesondere beförderte er die Liberalisierungspolitik der Reformer in der KPdSU und sicherte diese international ab.
