La fin de l'innocence.Telle est désormais la réalité de l'action humanitaire. Somalie, Éthiopie, Cambodge, Haïti, Rwanda, Bosnie, aujourd'hui le Kosovo : combien, en effet, d'interventions destinées à alléger les souffrances des populations, voire à jeter les bases de la paix civile, ont eu des conséquences autres, imprévues ?Depuis la fin de la guerre froide, dans un monde traversé par la tension entre la globalisation et le repli identitaire, les conflits internes se sont multipliés, de nouveaux acteurs sont apparus : organisations non gouvernementales, groupes d'intérêt de la société civile, groupes paramilitaires, armées privées, réseaux liés au crime organisé. Les États influents, désireux pour leur part de jouer un rôle immédiat face aux crises, prennent de plus en plus en main l'action humanitaire d'urgence au détriment de l'action politique centrée sur la résolution des conflits. En sorte que droit d'ingérence et intervention humanitaire ont été mêlés, avec des fortunes diverses.Aujourd'hui l'assistance humanitaire engendre souvent une dépendance durable des bénéficiaires à l'égard des donateurs ; elle alimente parfois les guerres dont elle a pour objet d'alléger les souffrances. Pour sortir de ces dilemmes moraux, pour éviter le piège d'une aide inconséquente ou d'un refus conséquent d'aider, l'humanitaire doit apprendre à s'interroger sur les causes des situations d'urgence dans lesquelles il se déploie.

In this open access book, Carlos Montemayor illuminates the development of artificial intelligence (AI) by examining our drive to live a dignified life. He uses the notions of agency and attention to consider our pursuit of what is important. His method shows how the best way to guarantee value alignment between humans and potentially intelligent machines is through attention routines that satisfy similar needs. Setting out a theoretical framework for AI Montemayor acknowledges its legal, moral, and political implications and takes into account how epistemic agency differs from moral agency. Through his insightful comparisons between human and animal intelligence, Montemayor makes it clear why adopting a need-based attention approach justifies a humanitarian framework. This is an urgent, timely argument for developing AI technologies based on international human rights agreements.
